A distinguished leadership career in UK’s Royal Navy culminating in a transfer to the Pentagon five years ago as the most senior UK naval officer. Strong relationships built over the years with military and civilian leadership of the US (Navy, Marines, DoD, Defense Procurement, the Hill), the UK, and internationally.

Experienced Program Manager having led the UK’s largest defense program. Proven man-manager with strong technical underpinning and a reputation for driving efficiencies while establishing performance excellence.

Operational and tactical skills complemented by strategy skills honed at the highest levels of government on both sides of the Atlantic.

Before transferring to the US, was Program Manager for the largest UK defence program, the $8 billion Queen Elizabeth Class aircraft carriers, and author of the UK Air Force and Navy’s joint F-35 pilot training and global support strategy.

o Leading a team of some 200, reduced by months the program schedule and saved over $50 million.

Already enjoying the highest UK secret clearance (still current), was read into the US F-35 and carrier programs on transfer to the Pentagon where managed the strategy that had personally developed concerning the future strategic and operational cooperation between the two countries.

A skilled strategist and negotiator, during the Quadrennial Defence Review in 2010 presented the Naval case for maritime strike assets, including carriers, to military and civilian leadership, including the Cabinet Office.

Commanding Officer of the UK Naval Strike Wing during Afghanistan deployment – achieving some 1,300 operational missions without missing a single task.

As UK Liaison Officer to OPNAV (2014-2017), the Senior UK Naval Officer within the Pentagon responsible for Grand Strategic through to tactical level engagement and communication with UK/ US Federal Government, Senior UK Ministry of Defence and DOD civil servants, Senior US Navy and USMC Leaders. o Responsible for compiling, briefing and executing strategic policy options across US Government (DoD, State Department) and interaction with private sector to resolve security and interoperability challenges, delivering options that remain within performance, time and cost windows.

o Provided Strategic counsel to UK Secretary of State for Defence and Defence Secretary which influenced Strategic defence planning. Lead, coach and manage a team of 75 Navy personnel dispersed across the USA.

As Deputy Chief of Staff UK Carrier Strike Capability Delivery Team (2013-2014), Programme Manager for Queen Elizabeth Class Carriers (QEC), the largest UK Defence program at £6.2 billion/$8 billion. o Led and managed a 200-man team to ensure the delivery of the Carriers milestones to set performance, time and cost targets and produce briefings to support key decisions. o Saved £30m by driving efficiencies - resulting in landing aid milestones being delivered 4 months early. o Saved £10m in spares inventory by establishing a complex program to manage the through-life capability for QEC Carriers. o UK Lead on Training and Personnel Working Group with US/French Navies as part of UK/US- UK/Fr Strategic agreement of Carrier Strike regeneration.

o Designed and executed, with Navy Logistics, a road map for F-35 global support to influence the UK Global Support solution in the maritime domain.

o Designed and implemented strategic roadmap for Royal Navy’s Fast Jet Cadre within F-35 through Royal Navy-USN F/A- 18 non-reciprocal pilot exchange programme.

As Chief of Staff, Carrier Integration Group (2011-2013), responsible for the planning, co-ordination, management of performance, time and cost of UK Carrier programme working closely with MOD and Defence Equipment & Support [DE&S

(PMA)] secretariat.

o Developed an interoperability plan for the successful regeneration of UK Carrier Strike capability working closely with the US Navy and US Marine Corps.

o Post Quadrennial Defense Review (QDR) 2010, which scrapped UK Carrier and Harrier programmes, devised, implemented and executed a 15 year exchange programme with USN, which preserved key maritime strike skill sets into the F-35 and new carrier era.

o Senior Fixed Wing Capability Manager within Navy Command for F-35 interacting closely with Air Command, DE&S(PMA) and MOD.

o Planned and delivered the RN/RAF plan for F-35 transition to 2018 and beyond which is the blueprint for the UK F-35 force delivery programme. Managed, Led, Coach and develop Royal Navy Fixed Wing Pilots Branch – 70 pilots.

As Military Advisor to Strike Force NATO Commander Op Ellamy (2011), hand-picked by NATO Commander to be the Air and Maritime expert on NATO Command Staff responsible for strategic, operational and tactical advice on all aspects of military operations in the Libyan AOR with specific emphasis on tactical Maritime and Air employment/sustainment of all NATO forces deployed.

o Briefed media messaging to UK Defence Board and delivered daily briefings to Senior NATO and UK Command. o Represented Commander’s intent at board/ higher management meetings on behalf of NATO and UK operations.

Integrated NATO and UK targeting processes.

Set up UK situational report with Ministry of Defence.

Ensured UK met its daily input to NATO Air and maritime programmes.

As Air and Carrier Advisor to Head of Royal Navy (2009-2011), senior advisor on all strategic, operational and tactical issues related to fixed wing, aviation and aircraft carrier operations for RN during the 2010 QDR. o Supported development of Future Navy Vision, Royal Navy Cyber strategy and UK Carrier Strike Group concept of operations.

o Royal Navy subject matter expert on F-35 operations and sustainment to First Sea Lord as part of the UK Joint F-35 force. o Provided written and spoken advice to Head of Navy for arguing RN case for maritime strike assets to help secure commitment by UK Parliament to UK Carrier Programme. o Offered advice on future vision for unmanned vehicles from sea, space and cyber vulnerability for all RN platforms.

As Commanding Officer Naval Strike Wing (2007-2009), commanded the Royal Navy’s only fixed wing squadron on operations in Afghanistan.

o Squadron achieved 1296 operational missions without missing a single task. o Commanded over 200 personnel in peacetime and Combat operations, delivering change management with respect to RN engineering practices delivering greater efficiencies and aircraft availability and therefore, flying hours. o Created new working practices to deliver 20% greater jet serviceability and flying hours and introduced 5 operational enhancements to Harrier under combat conditions.

o Led the introduction of multiple upgrades to Harrier and changes to RN working practices to make Strike Wing more effective and efficient.

o Executed and delivered a flight safety plan both in operations and peacetime scenarios. o Achieved highest promotion rate of junior maintainers from a single unit across the Fleet Air Arm and awarded highest level of embarked aviation practices across Joint Force Harrier.
