Sr. Advisor / Project Manager for Massachusetts Bay Transit Authority -MBTA (7/2017 - 3/2018), led for an enterprise solution to manage/automate construction project management functions to manage $7.8B Capital Investment Plan (CIP). Assessed existing solution, performed a market scan for potential solutions, led future solution needs definition (executive and construction project levels), established solution architecture, drove structuring of project objectives, budget, deliverables, integration, and adoption for the implementation of e-Builder tool. Led separate procurements for enterprise tool selection, business process services vendor selection, and IT/integration services vendor.
Sr. Project Manager for Blue Cross Blue Shield of Massachusetts (3/2017 -6/2017). Lead for Marketing Portfolio management solution including; needs definition, marketplace assessment, and executive alignment. Business Architect/ Project Manager for State of Massachusetts Registry of Motor Vehicles (under Accelare - 10/2015 – 2/2017), led selection and implementation of Salesforce Service Cloud for RMV Call Center. Established new strategic direction for Contact Center defining new organization goals, technology utilization, new management metrics, and alignment with new core solution. Sr. Consultant/Project Manager for BlueCross Blue Shield of Massachusetts (1/2014 – 6/2014). Led several projects, including; assessment and redesign the claims rejection/ appeals processes, IT project skills and effort assignment management, and National Blue (NASCO) integration project. Responsible for solution design, project communications, timeline, and budget tracking, PMO communications, and executive communications.
Technical Director Responsible for implementation of Vermont Health Connect (Obamacare) for the State of Vermont (under CGI – 12/2012 – 12/2013). Responsible for all technical delivery including: solution, design, budgeting, planning, and technical communications. Led 6 parallel delivery teams, including; health exchange application functionality, Call Center & Call Center System implementation, reporting and analytics, integration and warehousing, infrastructure implementation, and end-to-end security and compliance for healthcare and government. Advisor/IT Architect for Tufts Health Plan (Under CGI – 12/2011 – 3/2012). Led review of Content and Document Management needs for business operations, document distribution management, and new plan product development processes. Provided solution approach and vendor market analysis. In addition, provided Mobile technology solution guidance.
Sr. Technical Architect for Cigna (under CGI 5/2011 – 11/2011). Technical Lead to redesign legacy Claims solution supporting 15 million lives. Re-designed COBOL core claims adjudication, 35 sub-systems (pre-processing, post-processing, provider contracting, eligibility verification) and drove overall SOA integration approach.
Engagement Lead/ PM for BayState Hospital (under Red Hat 2010 – 2012). Led Mobile App infrastructure and solution implementation, responsible for all aspects, including; definition, business/clinical need, mobile app development, integration with backend systems (Cerner EMR and Intersystem’s HIE), security/compliance, and executive communications. Sr. IT Director for Tufts Medical Center – Clinical Research Department (2008 – 2009). Responsible for research IT solutions, operations, and infrastructure planning to support department and NIH Clinical and Transactional Science Award (CTSA).
