Metro Phase 1 Systems, Rolling Stock & Track Works.
Project scope includes construction of three lines (Red, Gold, and Green) and 37 stations.
Track Works: Slab Tracks Production and Logistic, Trackwork Installation, Depot Trackwork (DT RSD)
Civil, Architectural: (Construction of Buildings), MEP Works, Energization, Equipment Installation, Track works, Signalling & Communication, Testing & Commissioning works at for Depot & Stabling Yard
Platform Screen Door-PSD; Platform Screen Door (PSD) is installed in the all stations (i.e. underground, ground level and elevated stations) Equipment Installation; Signalling and Communications; Energization; Energisation of Tracks, equipment (in rooms), signalling & Communication System.
Duties and Responsibilities:
This position is responsible for assisting in Systems Qatar Rail Integrated Team (QRIT) HSSE Manager to provide a focus on Fire, Life and Safety monitoring of prevention and precautionary fire management control measures. The HSE Engineer will work collaboratively with the HSSE Team, client and Contractor(s) to examine potential Fire, Life and Safety hazards and assist in controlling the risk by reviewing policy and procedures development for continual implementation.

DUTIES & RESPONSIBILITIES:

Implement Safety Management system
Contribute to promote the Company HSE philosophy to all parties involved in the project.
Develop and update Site HSE plan and HSE Manual.

Assists the Corporate HSE Manager in formulating strategies, programs and systems in Health, Environment and Safety (HSE) in the project workplaces to reduce if not totally eliminate HSE incidents and for the continuous improvement including strict implementation of safety tactics/programs in construction, and regularly monitors implementation and update/revise same if necessary.
Develops new safety programs to address current safety issues/problems such as ERT, Environmental, Health and Safety, In House Rules and Regulations and others, in the workplace and regularly monitors implementation and updates.
Supervises and provides directions, instruction, advice and guidance to site safety officers including subcontractors’ safety officers in the execution of the safety management system of the company.
Evaluates the safety performance of safety officers, subcontractors and subcontractors’ safety officers.
Reviews the work of the safety officers in all aspect as per the safety management system of the client and the company.
Represents the Safety department in meetings called for by the clients in relation to HSE issues.
Develops a program schedule for continuous training/certification of people to ensure a safety workforce and quality workmanship.
Ensures the maintenance of proper and systematic documentation/ filing of safety records/incidents and all matters relevant to safety.
Conducts thorough investigation /analysis of safety related incidents so that the real root causes are identified in order to come up with the correct preventive actions.

Conduct regular HSE inspections.
Take part in the preparation and attend Weekly Site HSE Meeting, PTW and Training Meetings.
Take part in HSE studies and Risk Assessment before each potentially dangerous activity.
Provide specific discipline HSE instruction (on-the-job, legally requisite, and training).
Perform HSE field inspections, surveys, reviews and audits. Advise and propose corrective actions to ensure compliance with project HSE requirement.
Train HSE personnel regarding HSE reporting system and Accident Investigation.

Responsible for identifying and implementing risk reduction measures in all areas and phases of construction.

Fire and Safety Technician (Qatar Gas Fire and Rescue Department):
Participate in the fire prevention walkthrough for rigid related expansion projects.
Assist in the building inspection program for all buildings.
Assist in preparation of basic reports on the status, test results, etc. of the fire protection equipment and systems inspected, and
Carry out basic repairs / maintenance for the portable firefighting equipment such as fixing minor leaks, replacing hydrants washers, greasing etc.
Carry out regular inspection of all portable fire extinguishers, and pressurized water hoses, couplings and attachments to fire truck.
Maintain standard monitoring procedures of fire prevention program, applies gained techniques from acquired training methods.
Visual and/or physical witness of installation of substation and rooms fire alarm system.
Acts as one of the member of ERT-Emergency Rescue Team in the project site
Report directly to FPO-Fire Protection Officer and submit daily reports on deficiencies being observed.
Leads the emergency evacuation mock drill/ exercise on regular basis in accordance to set standard procedure of the Company using OSHA Standards as reference.
Make daily inspections of constructions and maintenance area to ensure that the areas are free of hazardous conditions.
Promote and support the continuing development of a culture of health and safety awareness.
Promote and support compliance with and improvement on legislative requirements including health and safety auditing and target setting.
