Civil Engineer/Technical Facilitator - DSWD Kalahi CIDSS-NCDDP - A National Government Program of the Republic of the Philippines funded by World Bank, Asian Development Bank and Millennium Challenge Corporation –Site Engineer/Quantity Surveyor/Tender Officer (September 1, 2014 – December 31, 2018 – Four (4) years & Four (4) months)

These infrastructure projects include:

Access Roads, Pump-Driven and Gravity-Fed Water Systems Levels I&II, Day Care Centers, Primary and Secondary School Buildings, Evacuation Centers, Covered Courts, Slope Protection and Seawalls, Drainage Systems, Footbridges(concrete/cable-stayed/suspension/steel/timber), Concrete Perimeter Fence Projects and Solar PV-Powered/On-Grid Electrification and Street Lighting).

These projects are implemented based on World Bank’s High Quality requirements. All projects are simultaneously implemented within six months and being the only Civil Engineer assigned to implement 30 projects simultaneously implemented, I act as the Project Engineer, Quantity Surveyor and the Tender Specialist and perform all functions in the project implementation including:

conduct of site validation and geographical and topographical surveys

analysis and interpretation of survey results

choosing appropriate technology based on gathered data and preparation of technical plans and specifications using AutoCAD

quantity surveying

preparation of Bill of Quantities and the Program of Works

secure building permits for vertical projects

secure lot donations and easement documentary requirements

serves as the Tender/Procurement Specialist and guide the Bids and Awards Committee in the procurement process

prepare all tender/procurement documents including Invitation to tender, Request for Tenders, Instruction to Tenders and the Conditions of Contract

serves as Resource Person in Capability Building Activities to the communities on government procurement and infrastructure

conduct the procurement process following the Philippine Government Procurement Law and the Special procurement requirements of World Bank and Asian Development Bank including serving of invitation to tender, serving of canvass, conduct of Pre-Tender Conference, and the Opening and Evaluation of Tenders

prepare Notice of Award, the Contract Agreement and Notice to Proceed

prepare planned construction schedule including preparation of Gantt Charts and S-Curves

monitoring construction schedule of activities using primavera software and make sure the construction activities are performed on schedule.

in case of a negative slippage, create a catch-up plan to get the activities back on-schedule

coordinate with suppliers concerning delivery of materials

inspect deliveries of materials and conduct necessary tests to ensure quality and require suppliers of necessary laboratory tests specially for deformed bars, cable wires, Portland cement, aggregates and g.i. pipes

receive delivered materials and ensure safe storage

facilitate fund liquidation and review all disbursement vouchers

conduct pre-construction meeting with workers and review every specification of the project as stipulated in the technical plan and the program of works

quality assurance/quality control in construction and conduct of required material testing

acts as site engineer and daily monitor the construction activities on all projects and give guidance to workers on proper execution of construction activities and the engineering standards on excavation, fabrication and installation of reinforcing bars, proper mixture and tests for concrete and masonry works, proper connections and installation for steel works, adequate and safe forms and scaffoldings, proper and safe electrical system wiring and fixtures installation, plumbing installation standards, waterproofing, ceiling and roofing, painting, fit-outs and other scope of works for vertical projects

ensure base course compaction and facilitate conduct of field density test for horizontal projects

conduct leak test for water tanks, transmission and distribution lines for water system projects

ensure safety and health in the workplace

prepare the environmental and social safeguards management plan and ensure execution of stipulated activities and observance of requirements

conduct meeting with workers on construction concerns as all projects are implemented under administration

prepare and submit daily, weekly and monthly construction reports to the Regional Project Management Team

conduct inspection and ensure good quality of all scopes of the project and prepare reports

conduct site inspection and give pouring permit

prepare suspension and resume orders including justifications such as weather charts and weather reports from the weather agency

ensure proper monitoring and updating of construction, worker’s and material logbooks

preparation of variation orders and as built plans

conduct joint inspection with World Bank Inspectors and prepare punchlist

ensure projects are implemented as per plan and that all specifications and details stipulated in the technical plan are met

prepare the completion certificate and the project completion report
