Clients have included Pfizer (international project control system) and Fleet Bank (Wholesale Lockbox system). In both cases I assumed responsibility for very troubled projects, implemented formal management policies, practices and procedures and met critical deadlines.
Practice projects have included the definition of required software, hardware and process remediation; the management of specification and requirements development; the management of systems development and testing, quality control and implementation/migration. Also, practice projects included conducting operational audits and process re-engineering projects as well as leading facilities planning studies and producing project definition documents for new construction and for existing facilities rehabilitation.

Expert Management Systems

Defined software system opportunities and created specifications and designs for targeted systems; managed marketing, customer relations, financial control/budgeting, and product quality control; ensured profitability. Developed and licensed a proprietary phased approach for integrated bill-reconcilement systems utilizing operational and corporate environmental data to reconcile vendor bills for stand-alone or out-sourced applications.
Developed a file comparison system and an e-mail archiving system that were designed to conform to both Sarbanes-Oxley and the federal rules for electronically stored information requirements.

Defined corporate goals and objectives focused IT Strategic and Tactical Plans. Built and managed the System Development and Maintenance Teams, the Program Management Office and the Help Desk. In addition, we created a service level oriented culture of continuous process improvement and quality assurance. Instituted formal project/program management processes for the definition and justification of projects as well as the definition of requirements, specifications, budgets, risk, quality control, change management, testing, training and implementation. Ensured compliance with System Development Life Cycle practices. Defined and implemented an agile development philosophy in a structured environment. Created and managed a Project Management Office.
Created and managed a Regulatory Affairs team and led/participated in multi-state forums developing industry-wide information exchange formats, performance standards and metrics. Also provided Expert Witness testimony to federal and state regulatory agencies. Developed new IT based products. Negotiated and managed third party vendor contracts as well as developed Disaster Recovery/Business Continuity procedures.
Managed the development, testing and implementation of an integrated ordering, provisioning and repair system that incorporated B2B bonding with a nationwide network of third party providers and web based front end for internal and external users and produced operational savings of $2.5mm per year and enabled service expansion to new geographic areas. This system, which was the lowest unit operating cost system of its type in the industry, was integrated with the Billing system to produce a highly efficient environment.
Managed the design, development, implementation and maintenance of a program which verified vendor-provided services and a formal operations/systems-oriented program for service level assurance. which improved the quality of vendor service provided by 12%
Boosted “first-pass” transaction acceptance levels from 85% to 93.3% in four months by implementing an operational quality enhancement program.
