Ensure Project Books, Deliverable Definition Documents (including Quality Acceptance Criteria), Project Schedule, Quality and Acceptance Testing Plans, as well as the Implementation User Training Plans are developed and maintained.

Manage IT projects, programs and personnel.

Manage IT and other personnel teams with staff sizes ranging from 40 technical professionals (Business Systems Analysts, Systems Programming Analysts, Developers, Trainers, and Q.C. Testers) to 560 service personnel in both private sector and the military, develop budgets and financial plans.

Key Highlights

Lowered unit costs (87%) and raised productivity (813%) with a project that developed an automated order and delivery system that interfaced with service providers. This system was a major competitive advantage.

Developed and implemented a vendor performance compliance management system to monitor vendor performance and supply insightful quantitative reports for oversight regulatory agencies; the accuracy of this system was commended by the FCC.

Reduced Letter of Credit initiation cycle by 82% and encashment cycle time by 59%; boosted transaction volume by 125% and dollar value by 45% through the design, creation, and implementation an automated processing and control system linked to new workflow processes.

Senior Project Manager & President, 2008-Present, 1996-1999

Manages an independent consulting practice that has included:

Managed communications projects (communications network installations, worldwide network reviews and capacity analyses.

Designed and developed e-commerce web sites.

Developed a unique system that measures the quality of wholesale telecommunications services and provides a telecommunications wholesale service metrics review service that has identified over $5 million in unpaid penalties due to clients from services vendors.

Managed a major project to develop a legal case management system (managed outsourced development team, remediated architectural, design and code flaws).

Managed the migration of legacy software to a hosted environment.

Also, practice projects included conducting operational audits and process re-engineering projects as well as leading facilities planning studies and producing project definition documents for new construction and for existing facilities rehabilitation.

“Raised the bar for project management” within Fleet Bank by effectively managing Y2K remediation for their Retail Lock Box Operation.

Expert Management Systems

Defined software system opportunities and created specifications and designs for targeted systems; managed marketing, customer relations, financial control/budgeting, and product quality control; ensured profitability. Developed and licensed a proprietary phased approach for integrated bill-reconcilement systems utilizing operational and corporate environmental data to reconcile vendor bills for stand-alone or out-sourced applications.

Created and managed a Regulatory Affairs team and led/participated in multi-state forums developing industry-wide information exchange formats, performance standards and metrics. Also provided Expert Witness testimony to federal and state regulatory agencies. Developed new IT based products. Negotiated and managed third party vendor contracts as well as developed Disaster Recovery/Business Continuity procedures.

Managed the development, testing and implementation of an integrated ordering, provisioning and repair system that incorporated B2B bonding with a nationwide network of third party providers and web based front end for internal and external users and produced operational savings of $2.5mm per year and enabled service expansion to new geographic areas. This system, which was the lowest unit operating cost system of its type in the industry, was integrated with the Billing system to produce a highly efficient environment.

Managed the design, development, implementation and maintenance of a program which verified vendor-provided services and a formal operations/systems-oriented program for service level assurance. which improved the quality of vendor service provided by 12%

Boosted “first-pass” transaction acceptance levels from 85% to 93.3% in four months by implementing an operational quality enhancement program.
