JOB DESCRIPTIONS:
Prepare an Elemental Cost Plan for the various building works incorporating previous project experience and the level of construction complexity outlined by the design consultant(s) for each element of the project.
Present, discuss and agree the Elemental Cost Plan with the Developer and the Project Manager.
Update and revise the cost plan as necessary at each stage of the design and advise the project manager of all changes made during the updating process.
Prepare tender estimates for all contracts separately tendered by the Project Manager in relation to the development works
Assist the Project Manager to develop, implement and manage any contractual document, information and cost management system for the Project, utilizing QSCAD and MB-Elite software, to include without limitation letters, contract and sub contract details, monthly cost reporting, contractor’s payment certificates, and the like.
Liaise closely with the Engineer in respect of variations, valuations and administering the contract.
Attend and participate in Progress meetings with the Developer, the Project Manager, the Design Consultants
and the Contractors as required.
Chair and minute the cost meetings to provide advice on cost, contractual and technical issues arising from the construction of the Project.
Attend ‘start up meetings’ with each Contractor or Consultant new to the Project to explain commercial procedures.
Provide a detailed development cost report including an executive summary and commentary on cost movement for incorporation into the Project Manager’s monthly report to the Developer identifying issues in respect of the Services and the performance of Contractors in respect of the construction contracts.
Participate in value engineering exercises and value engineering workshops as requested by the Project Manager in the event of the project budget or any specific element of the project budget being exceeded.
Manage and co-ordinate the variation order approval process within the Developer’s approved procedural framework together with the preparation of all necessary approval documentation utilizing standard processes and formats agreed with the Developer and the Project Manager.
Provide the Project Manager with all necessary substantiation in respect of proposed variation orders in order to obtain timely approval.
Assist the Project Manager to draft Variation Orders where required.
