Army Signals Intelligence Warrant Officer with over 23 years of experience working in the Intelligence Community. Experience managing multiple intelligence disciplines in support of battle planning and management for national and multi-national organizations. As an intelligence professional, I have been responsible for extracting, correlating and coordinating intelligence data from/to multiple reporting sources/databases to support operational and strategic level decision making.
Experienced in intelligence network management, intelligence collection, processing, analysis, reporting and dissemination. Fifteen years of experience with DOD Information Assurance requirements and procedures.
Over 16 years of experience as a mid-senior manager supervising between 20-70 providing JWICS network systems support to intelligence cells around the world in support of GWOT, CENTCOM, EUCOM, OEF and OIF.

UNITED STATES ARMY: E2 – CW4 July 22, 1993 – September 01, 2016 Began Army career as an enlisted Electronic Intelligence (ELINT) Analyst and was selected to become a SIGINT Technician Warrant Officer in May 2003.
SIGINT Advisor, 66th Theater Intelligence Brigade (TIB) July 2015 – June 2016 Wiesbaden, Germany
• Provided SIGINT advice to the BDE Staff and subordinate battalions in support of the mission, intent, vision, and priorities of the Brigade Commander.
• Leveraged and provided SIGINT expertise and management of operations, Contingency Plans (CONPLANs), Operations Plans (OPLANs), and theater-level exercises in support of European Command (EUCOM) and United States Army Europe (USAREUR).
• Supported USAREUR G2 requirements and built trust and confidence in the support relationship.
• Oversaw SIGINT mil-to-mil relationships and sought out innovative ways to increase communication between partners.
• Served as the Brigade SIGINT Intelligence Oversight Officer. Senior SIGINT Technician and Mission Manager for Guardrail Common Sensor (GRCS) Operations August 2013 – July 2015 Wiesbaden, Germany
• Directed ISR GRCS collection, exploitation, analysis, quality control, reporting, Intelligence Oversight, and maintenance efforts of over 110 Soldiers and contract support personnel.

• Provided COMIJC, his staff, Regional Commands (RC), and other theater agencies with timely and accurate SIGINT to support ISR combat operations, planning, and decision making.
• Coordinated and briefed COMISAF on the execution of collection and targeting operations throughout the theater.
• Provided COMIJC with SIGINT to develop, deconflict, and prioritize targets.
• Coordinated with NATO SIGINT personnel at the RC level and assisted and acted as their advocate during engagements with ISAF and SHAPE.
• Maintained relationships with several intelligence agencies and coordinating cross-site operations among nu- merous troop contributing nations, which significantly increased intelligence production and directly improved timely indications and warning to ground commanders and shaped the reduction of enemy communication net- works.
SIGINT Chief, V Corps G2 Analysis and Control Element (ACE) September 2011 – April 2012 Wiesbaden, Germany
• Prepared the G-2 SIGINT section of a newly transformed V Corps for global deployment with a comprehensive understanding of the complex Afghanistan operational environment and deployed operations at the IJC.
• Prepared the Corps to operate on arrival in Afghanistan with all requisite SIGINT authorities, ensuring the V Corps CG would not miss a minute of critical intelligence.
• Coordinated with collection management to ensure asset were focused on the V Corps Commander’s Priority Intelligence Requirements.
• Maintained section access to national databases and provided oversight on their use.

• Advised the USAREUR Commander, G2, and key staff on theater-wide SIGINT operations, plans, systems integration, and architecture in both US and NATO Coalition environments. Planed and coordinated SIGINT support to USAREUR operations and exercises.
• Developed, maintained, and monitored theater SIGINT collection and analysis requirements for USAREUR G2 and its Major Subordinate Commands.
• Planned and coordinated training for deploying Soldiers from USAREUR MSCs. Provided staff assistance for technology insertions, requirements development, and funding.
• Ensured deploying USAREUR subordinate units received the best possible SIGINT readiness training by coordinating with the Army TCAE OEF section to provide an Afghan AOR-specific MTT hands-on courses.
• Coordinated with INSCOM’s TROJAN Management Office to provide required training for a newly established TOJAN Switch Extension which enabled Soldiers to conduct SIGINT training at home station.
• Served as the SIGINT Tech in USAREUR’s Contingency Command Post (CCP); assisting with the collaboration and dissemination of intelligence information. • In charge of daily operations of the US Army Central Command and Combined Forces Component Commander Theater Technical Control and Analysis Element’s Ground Emanations Cell.
• Provided SIGINT analysis, reporting, and emitter mapping support, maintained technical SIGINT databases and updates, and provided technical SIGINT product in support of OEF and OIF.
• Assumed the duties of theater TCAE Chief as necessary and provide support to theater SIGINT requirements.
• Spearheaded the establishment of the 513h MI BDE’s first-ever Ground Emanations Cell responsible for both communication and non-communication signals miter-mapping and tern analysis
• Oversaw the integration and operator training of the DCGS-A and IC Extension Node systems into TCAE operations
• Developed and maintained diverse relationships amongst tactical, theater, and national level SIGINT organizations in order to execute divisions of efforts between host units analytic efforts and that of the Army TCAE.
