Contractor/Consultant (November 2017 – current)

Assisted Group Customers with the definition and implementation of a portfolio management framework focused on financial value, managing technology initiatives as a portfolio of financial investments. The framework includes financial value/benefits management combining top-down approach based on financial modeling and traditional bottom up business case, an agile-friendly stage-gate system, a continuous planning process using a 3 year opportunity window, instead of the yearly budget-driven approach. All these components are reflected on a dashboard with portfolio level metrics focused on financial value.

Bruce Power

Contractor/Project/Program Manager (June 2017 – November 2017)

Managed a program of infrastructure projects related to IT services for construction sites, part of the Major Component Replacement program (MCR), a $13B investment.

Turned around an $8M program in six months, from red to green. Responsibilities included schedule and project accounting and forecast/budget management The program provided MCR with:

oSmart cameras and video management software, for visualization of activities inside the reactor vaults, with video streams available on the corporate LAN and worldwide via internet. .

oConnectivity of an analog wired communication system attached to the plastic suits used in the vault to a digital solution, so workers in the vault can communicate through the corporate phone system,

oA wireless communication system inside the vaults, integrated with the corporate phone system.

Other Contractor/consultant/trainer activities: 2016

Consultant at Manulife Financial: Assisted the EPMO in the adoption of agile with adjustments to the Stage Gate Framework, budget management and impact to other functions. Developed health metrics for delivery and benefits, for agile and traditional projects; agile metrics based on SAFe and other sources.

P3M Solutions: Project Manager/Scrum Master and Product Owner for the final phase of a Benefits Realization Management tool to include a digital dashboard interface.

P3M Solutions: Managed a training business, in-house and public: Developed and delivered courses in Project Management - Navy Seal Level; Understanding Agile for non-IT Professionals and Top-down Portfolio Management. Public venues: PMI Global and PMI Symposia.

Niagara Region

Project Manager (Contract: Nov 2014– July 2015): PeopleSoft Financials and Hyperion implementation

Established a Program Office that successfully supported planning and execution.

Managed the schedule and baseline management, using a weekly cycle for execution and control, reporting actuals, program accounting, status reporting at project and program levels

Business Initiatives Enablement Manager (Contract, Jan 2014 to Nov 2014)

Increased maturity in project management practices with a team of PM’s & BA’s, establishing cadence for status reporting, managing from a schedule, tracking to milestones and managing risks and issues.

Conceptualized, defined and developed BRMTool, a SaaS web application to support top-down portfolio management for strategy execution, development of financial models for impact on cash flow and asset value, strategy mapping and balanced scorecard frameworks. Developed on .Net, SQL.

Successfully applied scrum with a team of off-shore developers plus on-shore design and SQA

Played the role of product manager, creating a backlog, user stories, sizing and documentation

Completed delivery on time: twenty two-week iterations, only two iterations more than initial plan

Total of 15,000 hours of development.

Economical Insurance – Project Management Consultant/contract work: Jan 2009 – Dec 2011

Created an innovative cash-flow base business case tool that included a quantification of soft benefits, impact of risk and pre-defined formulas based on financial impact. Property & Casualty business.

Introduced agile to the organization, provided consulting, developed and delivered training and provided coaching for the adoption of agile. Developed and implemented set of tools for agile/scrum and provided coaching to internal team in charge of removal of obstacles to facilitate adoption.

Allstate Canada: promoted the adoption of agile with an assessment of training needs and adoption, designed sessions and delivered training to team members, managers and other stakeholders.

The Economical Insurance Group Waterloo, Ontario, Canada Oct 2004 – Dec 2008

PMO Manager – Full Time Employee

Improved performance of the portfolio from 50% to over 90% on schedule/budget and C-Sat. Improvement a result of PM methodology, training, coaching and oversight. Project Managers under the PMO ranked “above industry benchmarks” in 37 out of 40 drivers in PMO Executive Council survey.

Initiated and promoted adoption of agile practices including training, tools and transition management.

Financial/budget management of a portfolio of projects and programs with a $40M/yr budget.
