Alpha Rolando Consulting LLC (AR Consulting) provides a cost-effective Business Development (BD) services for small businesses interested in providing product and services to the Department of Homeland Security (DHS). Our client (ScaVet Technologies, LLC (SVT) leveraged our BD activities with DHS.

• ScaVet Technologies, LLC (SVT) Project Manager the Department of Homeland Security (DHS) Science and Technology (S&T), Explosive Division

– Cargo On- Screen Resolution Field Evaluation Support Services Contact. Managed teams that include a subcontractor to assist the Transportation Security Administration (TSA) to evaluate new Airport Cargo Screening procedures.

• SVT Project Manager for the DHS TSA Test and Evaluation Support Services

(TESS) Contract. Managed a team of Explosive Ordinance Disposal (EOD) Specialist. The EOD Special were responsible for handling live explosive for Operational Testing of canines at airports.

• SVT Corporate Manager for the DHS, Program Management, Administrative, Operations and Technical Services (PACTS) II contract. Responsibilities included managing the proposals process for the Task Orders, executing the transition for the awarded TO and managing the Project Managers. 2006 – 2011 Global Systems Technologies Yardley, PA Director of Security Engineering Services

Developed & implemented the sales and marketing plan to expand Security Engineering Services (SES). The SES department specialized in threat recognition training aids and on-site and computer base training services targeted to security checkpoints in order to reduce the risk of improvised explosive devices (IEDs) and other threat items that may breach the checkpoint. In addition, the following tasks were part of my responsibilities:

Managed the development of Checkpoint Training curriculum, inert explosive training aids and materials.

Development all sales & marketing materials, and website.

Program Manager for the design and manufacture of the Malfunction Detection Analysis and Recording System (MADAR) IV workstations used by the US Air Force C-5 Transport Aircraft.

Interim Program Manager for the Department of Homeland Security (DHS) Transportation Security Administration (TSA) Professional Engineering and Logistics Support Services (PELSS). Responsible for opening a Program Management Office (PMO) which included selecting and office space and furnishings, interviewed and selected contract personal (including the permanent Program Manager), managed sub-contractors, communicated with the government’s Contract Technical Representative (COTR) and managed the start-up phase of the contract.

Served as ISO 9001:2008 Manager/Auditor at the Corporate Headquarters

Secured contract awards from federal government agencies and contractors with, in excess of $100 million in value, including awards from Department of Homeland Security, US Marshals, DC Courts, Federal Aviation Administration, US Army, US Air Force and the General Services Administration, Lufthansa Cargo, SRA International, TASC, URS, Security Knowledge Solutions Inc. (SKS) and BAE Systems. These include awards for the delivery of engineering and Information Technology (IT) professional services, Checkpoint Training Courses and the design and maintenance of avionic workstations (MADAR).

The US Air Force MADAR II & III maintenance service requirement followed me from SSG and originated from GSCS.

Sold the assets of GSCS to Secure Systems Group. These assets included a GSA Schedule Contract, the Ranger & SAMM trademarks, US Air Force MADAR maintenance service contract, and all of GSCS customers and sales opportunities.

Project Manager for requirement for the Naval Surface Warfare Center to develop five prototypes of a Tactical Pod Tester (TPT) for the EA-6B and F-18 aircrafts.
