The program promoted comprehensive energy efficiency projects with the small business customer base of Pepco in Maryland and Delaware. It provided small businesses in Maryland and Delaware with energy audits, technical and administrative support to local businesses.
Developed and managed the Quick Energy Check-up (QEC) pre-assessment, provided training and review of submissions by participating Trade Allies, ensured quality control and compliance.
Developed and managed customer service/complaint issues, tracking issues from initiation, progress and resolution and provided reports.

Supported the Department of Energy, Energy Efficiency, Renewable Energy (EERE) Federal Energy Management Program (FEMP). Managed the migration and enhancement of FEMP Central, a web based data program used to manage business data, energy cost an consumption data, contract and performance documents, awards records, FEMP training and contacts.
Supported the Environmental Stewardship Work Group in developing the U.S. Department of Energy’s (DOE’s) Strategic Sustainability Performance Plan of 2010. Authored draft sections on water re-use and recycling, supported the development of the hazardous/toxic waste and waste reduction sections.
Reviewer for the Annual DOE Energy Awards 2010. Reviewed and evaluated submissions from federal agencies seeking awards.
Provided support to the Maryland Energy Administration (MEA) to administer Recovery Act funding for eligible energy projects. Served as reviewer for the 2011 EmPOWER Clean Communities Grant, evaluating submissions for $1.3M in energy efficiency program funding across the state. Provided technical assistance for the Energy Efficiency and Conservation Block Grant Program. Provided technical support to MEA and local government officials to implement energy audits, and administrative assistance to ensure procurement procedures complied with federal regulations.

Provided on-site support to the United States Postal Service (USPS), Environmental Policy and Planning (EPP). Postal facilities ranged from single rooms to 900,000 square foot distribution facilities.
Served the USPS Energy and Environmental Policy office as the facilitator to the National Energy Policy Steering Committee (NEPSC).
Provided policy and guidance for regional energy managers controlling over 47,000 facilities nation-wide.
Supported the creation of the USPS’s Shared Energy Saving Contracts modeled after FEMPS’ ESPC Performance Contracts.
Researched alternative energy technologies. Prepared a case study on post office facilities in Maryland utilizing geothermal heat pumps, comparing performance with conventional heating systems. Prepared a fact sheet on photovoltaic systems for use in USPS facilities.
Coordinated regional data for the USPS Headquarters reports. The data included annual energy costs, consumption by fuel type, progress with Shared Energy Savings contracts, and program implementation plans.

Served as National Energy Manager for the U.S. Department of Labor’s Job Corps Centers (JCC) with 90 campuses with facilities ranging from administration buildings, classrooms, maintenance shops, cafeterias and gyms.
Successfully initiated Super ESPC and GSA Area Wide contracts for multiple JCCs providing conservation improvements in HVAC, lighting retro-fits and building shell improvements and energy cost and consumption reductions.
Developed a simple Excel tool to analyze annual energy cost and consumption. The tool provided a quick analysis of progress and helps to determine project priorities within constrained budgets, ensuring the biggest bang for the buck.
Provided national level technical support, assistance in developing construction scopes of work, bid specifications, construction monitoring and close out procedures.
Worked directly with architects, mechanical, electrical and civil engineers to review architectural plans for compliance with federal regulations and energy standards.
