Program/Project Scheduler

David is a Project Controls Managber and Senior scheduler with more than 24 years of experience. Main responsibilites include developing and implementing processes, procedures, guidance documents and referencing technical provisions/specifications and industry best practices, to standardize scheduling functions for all Program level Project level schedules. Work with Client, GEC firms and Developers to ensure strong project-level scheduling controls are in place. Responsible for the development and subsequent regular updating of all schedules during the Project Initiation Phase, Project Development (Procurement) and Project Implementation (Construction). In all phases, responsible for oversight and coordination of all project schedule reviews.

Work History:

HNTB Corporation, Atlanta, Georgia (August 2013 – January 2019)

GDOT I-285 & SR 400 Reconstruction Project, Atlanta, Georgia - Master Scheduler responsible for supporting the I-285/SR 400 Reconstruction Project. Responsibilities included the review and analysis of the Developers Proposal Schedule, Preliminary Baseline Schedule, Project Baseline Schedule and subsequent monthly schedule updates. Also responsible for developing internal NEPA schedules for the Environmental Team to track progress on Permits and NEPA Re-Evaluations as needed. Monitored progress to date, and reported potential schedule issues and helped develop solutions to mitigate delays. Developed and analyzed time Impacts and effectively communicateed potential delays through narratives and schedule frag-nets. Facilitated the use of “what-if” scenarios to provide the PMC management team with options to better deliver the projects on-time and within budget. Provided the Client (GDOT) Project Manager accurate progress and performance reports to report to senior management.

GDOT Northwest Corridor Managed Lane Toll Facility, Atlanta, Georgia - Master Scheduler responsible for supporting the NWC Project PMO as the PMO Project Scheduler. Developed NEPA schedules for the PMO Environmental Team to track progress on Permits and Re-Evaluations as needed. Development of the WBS and schedule for the design portions of the Design Build Project. Monitored progress, and reported on potential schedule issues and helped develop solutions to mitigate delays. Developed and analyzed time Impacts and effectively communicated potential delays through written narratives and schedule frag-nets. Facilitated the use of “what-if” scenarios to provide the management team with options to better deliver the project on-time and within budget. Provided accurate progress and performance reports. Trained and mentored new schedulers on the use of Primavera and the understanding of the critical path methodology. Supported the efforts of the Office Leadership Team to build on the efforts started with the Northwest Corridor Project in DB efforts for the SE Region.

URS Corporation, Milwaukee, Wisconsin (August 2009 - August 2013)

North Dakota and Minnesota Departments of Transportation, Milwaukee, Wisconsin – As the Design and Construction Scheduler, I supported both design and construction for various Minnesota and North Dakota DOT projects. Converted project schedules used in MNDOT’s legacy application to Primavera P6 version 8.2. Developed design schedule templates for use state wide in MNDOT’s program controls scheduling effort to develop and track project progress. Developed NEPA environmental design schedule templates from Fedeeral Highways requirements for the NDDOT and MNDOT in Primavera P6 version 8.2. Developed and delivered design schedules for proposal submissions for efforts in North Dakota.

Texas Department of Transportation, Dallas, Texas – As the Project Controls Specialist and Construction Scheduler I reviewed all contractors’ construction monthly updates. Including resource allocation, weather modeling through calendars and production rate assumptions to gain an awareness of progress made for the previous 30 day period. Coordinated with TXDOT field personnel, including site visits with project managers, to compare the actual construction status with contractor’s monthly update. Verified the accuracy of the schedules actual start dates, actual finish dates, percent complete and remaining activity durations. Developed a project schedule status report (PSSR) to monitor project completion dates, to identify actual and potential critical path slippage and recommend strategies to mitigate any critical path delays. Provided a Time Impact Analysis (TIA) for any delays to the schedule and provided the department a report for justification to grant or reject any time extensions requested by the contractors.

Wisconsin Department of Transportation Milwaukee, Wisconsin – As the Project Controls Specialist Construction Scheduler, I supported the Wisconsin DOT on a $1.515B USH 41 Expansion Project. Main responsibilities were to review, analyze and report on contractor submitted baseline schedules and monthly updates for projects associated to the USH 41 Expansion Project. I Reviewed and compared monthly updates from contractors against the baseline and previous months schedule update. Monitored, evaluated and reported on overall program and project schedules including forecasts for total time to complete and project milestones. Implemented various project controls functions including document control and project management software tools coordination.

Wisconsin Department of Transportation Milwaukee, Wisconsin –SE Freeways Project Development Services Team ($84.8 Million annual budget). I Reviewed and analyzed the design construction schedules and compared against the Departments design plan. Reviewed, analyzed and reported on contractor submitted baseline schedules for major projects. Monitored, evaluated and reported on the overall program and project schedules including forecasts for total time to complete and current project milestones. Conducted “what-if” analysis on project timelines for WisDOT resource and budget planning purposes.

Wisconsin Department of Transportation, Milwaukee, Wisconsin – I-94 N-S Freeway Project Team ($1,912,000,000 project cost). I Provided project controls for 120 projects in the construction phase of the project. I Reviewed and analyzed the design and construction schedules and compared against the design and construction phasing plans. I Reviewed and compared monthly construction schedule updates from contractors against the baseline and previous months schedule updates. Monitored, evaluated and reported on the overall program and project schedules including forecasts for total time to complete and current project milestones. I Implemented various project controls functions including document control and project management software tools coordination.

Jacobs Engineering, Confidential Client, Machine Installs Product Upgrades, Appleton, Wisconsin (March 2007 – March 2009) - Project Controls Specialist Project Scheduler IV - developed and maintained a major client's master schedule for a $130M product upgrade. Gathered weekly updates from client and vendor discipline leads, performed schedule CPM analysis and provided reports to the project manager. Delivered to internal management and the client, monthly Level 1 through Level 3 project reports and Near Critical schedule reports on the status of the project identifying any risks to resource or schedule issues. Consistently and accurately delivered detailed schedule analysis on project deliverables that resulted in requests for additional reports to track client's internal schedule of deliverables to the project. Received client commendation for providing detailed analysis on forecasted delivery times on all long lead module items.

IM Flash Technologies, Lehii, Utah (October 2006 – March 2007)

IM Flash Technologies, Tool Installs Main Fabrication Facility, Lehi, UT - Program Management Office and Senior Systems Engineer planned, developed and maintained the master schedule and individual detailed schedules on all tool installs for the main fabrication facility. Gathered weekly updates from project teams, performed CPM analysis of schedules, delivered near critical reports to senior management to direct resources to specific risks before affecting cost or schedule over runs. Critical path analysis of schedule and identification of potential risks provided the management team the information necessary to deliver the first silicon wafers off the production line three weeks early enabling the company to realize a profit of $1M per day of extra production.

Motorola, Inc (Cellular Division - Libertyville, IL (December 1994 – September 2006)

Motorola, Inc., 3GSM Product Development: Program Scheduler for 3GSM Program Management Office. Supported the Libertyville campus of Motorola in the Mobile Devices Sector as the Applications Administrator for the Primavera TeamPlay application and developed all scheduling SOPs, training plans and training slides and conducted all training for the Primavera TeamPlay application in the Libertyville campus. Developed and maintained hardware and software integrated schedules from the concept phase, development phase, to ship acceptance. Responsible for driving product teams to deliver bi-weekly updates of the schedule. Delivered bi-weekly reports on status for the manufacturing acceptance critical path, customer ship acceptance critical path and the schedule variance report. Supported product line managers and senior management in scenario planning, data for Monte Carlo analysis and schedule mitigation using PERTMASTER, to mitigate schedule delays in the development or testing of hardware and software.
