Developed and authored Net Zero Strategic Plans that aligned Integrated Solid Waste Management Plans, Qualified Recycling Program Plans, Pollution Prevention Plans, and Green/Sustainable Procurement Plans. Integrated these plans for large military installations across the United States. The Net Zero Plan I developed for US Army Garrison Fort Lee was recommended by the Virginia Department of Environmental Quality as a template for use at all military installations in the Commonwealth.

Developed and authored Pollution Prevention Opportunity Assessments (P2OAs) for Coast Guard sites on the East and West Coasts and in Puerto Rico. This work led to implementation of tracking for hazardous materials and waste more comprehensively across all Coast Guard facilities.
