Being a Freelance Construction Manager/ Site Manager/ Sub Agent/ Senior Engineer/ Site Engineer means that I have a good all-round knowledge of Building and Civil Engineering principles, the relevant technical qualifications and thirty years of onsite procedural and supervisory experience.
The Projects I have been involved with in the past are many and varied. The following list is but a few examples of the types of Projects in which I have encountered:
Hospitals, Retail Parks, BAE Airbus 380 RAF Broughton, Shopping/Housing Developments, Center Parcs, Harbours, Flood Alleviation Schemes, Universities and Schools, Multiplexes, Rail, Well Drilling, Major Road Schemes, Factories, Law Courts, Clean and Waste Water Projects including Aqueducts, Bridges, Recycling Centres, Pipelines, Car Showrooms/ Maintenance Buildings including Test Track and Remediation work.
The Projects listed above have given me a broad understanding in the many fields of Building and Civil Engineering subject areas including Piling, Structural Steelwork, Cladding, Reinforcement, Concrete, Surveying, Drainage/ Pipework, Highways, Falsework, Formwork, Earthworks, Brick/Blockwork, Stonework, External Works, Demolition, Remediation, Finishes, HVAC, Electrical and Mechanical Services, Curtain Walling, Temporary Works, Crane/ Excavator Lift Plans and AutoCAD Design Work. This list is not an exhaustive list.
Also, with having to deal with many forms of Construction, you need to be constantly supervising the Workforce to make sure that the work is properly executed and the workmanship is of a high standard with the Health and Safety aspect constantly in mind.
It is not only the Workforce you need to converse with but also people of a non static site nature i.e. Architects, Structural Engineers, the Client, Statutory Bodies, the Environmental Agency, Building Inspectors, the HSE, the Public and also Plant/Material Suppliers etc.
With regard to safe working practices, all Managers/ Senior Engineers have a responsibility on site, to make sure that all CDM Regulations 2015 are enforced and implemented to the highest attainable standard. The issue of Health and Safety is of Prime Importance when working on a Building Site, it could literally mean a matter of life and death, so as the “Works” proceed, it is important that the necessary checks need to be implemented in a set procedure, which totally minimises any form of incident/ accident or an infraction of the CDM Regulations.
Responsibilities/ Deal with: Main Contractors Health, Safety and Environmental Plans, the Site Specification and the Quality Assurance Manuals etc. This is to get an insight into the procedural way of working on that particular site. Items like Hot Works Permits, Site Instructions, Plant Inspections, Non-Conformances, Permit to Dig, Method Statements, Risk Assessments, COSHH Assessments, Lifting Plans, Lifting Appliance Inspections, Excavation Inspections, PAT Testing, Technical Queries, Architects Instructions, Document Transmittals, Drawing Register, Site Diary, Waste Transfer Notes, Temporary Works Inspections, SHE inspections, Working Platform Inspections, Accident Book, Toolbox Talks, Responsible for Site Inductions, etc, etc are also important parts of the day to day running of the Site.
Main Responsibilities
Management of the Project/ Site Team and off site disciplines during the Detailed Design, Construction and Installation Phases of the Project through to Completion and Handover.
Co-ordination of Construction and Installation activities.
Providing progress information.
Management and close monitoring of weekly, monthly & resource Programmes to ensure maximum efficiency.
Ensure that a site specific Construction Phase Health & Safety Plan, Environmental Control Plan exists prior to commencement of any Site activities, that it is regularly reviewed and updated and that all site activities are carried out in accordance with Principal Contractor Safety procedures and all relevant Health and Safety Legislation.
Ensure that Health & Safety File is maintained throughout the life of the construction phase and handed over to the Client on completion.
Ensure that all Site activities are carried out in accordance with appropriate Quality and Environmental procedures and to this end that the Site Quality and Environmental Management Plans are produced, reviewed, updated and adhered to and that all such checks are implemented under a “self-policing” policy.
Ensure that there is minimal Environmental disturbance during the Construction Works and that the Project Environmental requirements are met including SWAMP’s where required
Ensure that the Site Team proactively manages knowledge to facilitate feedback & continuous improvement to the rest of the Team.
Manage the Site Setting out Team and be responsible for performance and development of Site Engineers.
Responsible for identifying and resolving problems arising from Site issues, Material and Workmanship compliance in close liaison with the Construction Manager
Liaising with the Clients Representatives, other Contractors and outside Authorities and Bodies to make sure there is compliance with the Clients wants and current Regulations and Legislation
Co-ordinate and monitor Subcontractors in the performance of their assigned Scope of Work, to ensure they carry out their Work to the Contract Standards and conform to the Principal Contractors Health and Safety, Environmental and Quality Standards.
Produce, review and monitor Safe Systems of Work in accordance with the Principle Contractors Safety procedures and all relevant Health and Safety Legislation
Understand conditions of contract with the Client, Subcontractors and Suppliers and to administer effectively
Lead and assist the Project Team including the Project Planner in updating KPI’s, Material reconciliation and Progress Reports
