Communication Techniques, Inc. / Herley Industries (and successors), Whippany, NJ (1994 to 2017)
Oversaw the daily operation of the Information Technology department and staff for this Whippany, NJ Manufacturing and Engineering company under 4 different parent organizations over 23 years while also serving various roles on behalf of our sister and parent companies, overseeing technology direction and strategy, process and quality improvements, and directing IT teams in designing, implementing, managing, supporting and enhancing key technology projects.
IT Manager – Infrastructure Manager (2015 to 2017) Ultra Electronics - Herley Industries
Wore many hats to provide management of teams and make critical decisions. Administered the IT infrastructure over 3 sites, leading projects and developing systems to improve security and functionality. Collaborated with multiple business departments to develop and implement technology and optimize their usage to improve business management and achieve organizational objectives.
Managed the direction and activities of a network migration team that included personnel from both Ultra Electronics and Kratos (see below) and contractors to plan and manage the separation of IT services from Kratos to an independent network of three sites (NJ, PA & MA). This project required the build of a new network and a new active directory, new network infrastructure, and migration of approximately 500 users, clients and servers from one network to another. Under great time pressure, the primary migration was completed in time and within budget.
Led team of 3 to implement multiple data security initiatives such as data encryption, mobile device management (VMWare AirWatch), log management, WiFi modernization, Help desk management, and management and tracking of software updates on clients and servers.
Managed a network and server infrastructure that included over 100 servers and over 400 clients along with requisite LAN and WAN links in three sites and data centers.
Set into motion plans for the eventual consolidation of the IT infrastructures of the three sites.
Introduced a modern and detailed disaster recovery plan for the Whippany, NJ site and worked with teams to introduce other required plans and policies.
Significantly improved IT security and network integrity by leading a team of 3 to implement the latest Department of Defense requirements for contractor data security (DFARS/NIST SP 800-171). The requirements can be scaled to any type of enterprise to ensure network trust and security.
As part of a team, implemented and managed the DOD’s IT security requirements for FOCI - foreign-owned, controlled or influenced contractors (an Electronic Communications Plan or ECP) which required tracking and managing all communications and links with the parent company to ensure that the foreign owners cannot exercise influence over the subsidiary’s military contracts. Collaborated with other FOCI subsidiaries to introduce IT efficiencies.
IT Site Manager (2010 to 2015) Kratos Defense and Security Systems
Responsible for managing all IT services for the Whippany location, specifically in modernizing the entire IT infrastructure (network, servers, virtualization, voice), and collaborating with Kratos’ national IT department in integrating the IT operation under their network, updating policies and operations to comply with their standards, and supervising various projects under the scope of the Kratos National IT department.
Managed the direction and activities of a network migration team of 6 due to the change in company ownership. This comprehensive migration included a new WAN, new equipment, new Active Directory, Exchange E-Mail and support services. This project was completed early and within budget.
Rebuilt and modernized the entire site IT infrastructure, including new servers, and introduction of server virtualization (VMware), storage infrastructure (EMC) a complete network overhaul (Cisco & HP), and introduction of a new voice system (Mitel). Managed the efforts of 5 different contractors in this effort which was completed significantly in advance of schedule and within budget.
Participated as the Kratos IT organization began the adoption of ITIL service management and project management standards, adopting ServiceNow and formalizing IT management.
Created an IT internship program (2010 to 2016), working with the NJ Institute of Technology (NJIT) to bring in young computer studies students for 1-year internships, learning and helping in all aspects of IT. I am very pleased that all of these young people have moved on to very successful careers.
Managed all IT activities using ITIL practices via Service Now.
IT Manager (2003 to 2010) Herley Industries – Herley-CTI, Inc.
Solely Responsible for managing all IT services for the Whippany location. In the face of extremely tight budget constraints, I was able to implement network speed and capability improvements with no staff and few resources.
Separated our connections with all Dover Corporation network facilities, setting up new network connections, and firewall (SonicWALL).
Worked with a team to execute successfully the digitization of 30 years of intellectual property, utilizing a team of four, including arrangements for backup, search and retrieval.
Received my initial DOD Secret classification and operated as Information Systems Security Officer (ISSO) for several classified IT systems, and worked with a team to get those systems operational and DOD certified.
Working with an interdepartmental team and an external contractor, introduced IT controls and system enhancements to ensure proper compliance with US laws regarding the export of munitions (ITAR & Commerce).
Upon the passage of Sarbanes-Oxley, I introduced formal policy-based IT service provisions and audit standards for all covered IT operations including a managed help desk system (Spiceworks).
MIS Manager/Programmer (1994 to 2003) Communication Techniques, Inc. (Dover Corporation)
Responsible for managing all IT services for this Dover subsidiary, building a network from the ground up and training employees for this company that had little IT infrastructure prior.
Successfully led a selection and implementation team of 12 personnel for a new company Enterprise Resource Planning (ERP) system, including software selection, hardware and software setup, training, planning, conversion, implementation and management of system (Epicor Manfact) over its lifetime (from 1999 to 2016).
Implemented a successful migration from a Novell Netware environment to Windows networking, initially using Windows NT Server 4.0, and each version since up to Windows Server 2016.
Introduced the company’s first connections to the public internet and subsequent improvements including the company’s first web presence.
Successfully Implemented E-Mail for the company using Microsoft Mail, which was later upgraded to Microsoft Exchange Server, and have subsequently upgraded from Exchange 5.5 to each subsequent release up to Exchange Server 2013.
Introduced a modern IT infrastructure. Built from scratch an Ethernet network, replacing a limited token ring operation
Added WAN links to another Dover subsidiary in New Hampshire, and oversaw their transition to the company’s ERP system. Later on, I managed the shutting down of that subsidiary’s IT operations after the subsidiary was closed.
Introduced a modern network backup system and plans for disaster recovery.
