Systems Design Engineer, Airteck Firefighting Systems, 6/98-4/99

Composed an in-depth proposal (Concept Design and Cost Proposal) for a system to eliminate major Forest wild fires. Submitted this proposal to the U.S. forest Service for evaluation.

Program Manager, E.F.Bird Enterprises Inc. Montrose, Ca. 7/95-2/98

Subcontract electro mechanical design, fabrication, assembly and test of electronic hardware for JPL and other local companies. Coordinate all work activities, interface with new and existing customers in dealing with all program requirements related to engineering approach, scheduling, quality assurance and successful program completion

Configuration Management Engineer, Northrop Grumman Corp., Pico Rivera, Ca. 7/84-12/94 Responsible for the implementation assurance for: SOW’s, Military/product specifications, the “As Designed/As Built” Engineering, Manufacturing and Quality Assurance documentation on the B2 Bomber. This includes maintaining the baseline configuration via change control documentation on all the major Configuration Items on the B2 Bomber per the applicable DOD Mil Standards. Chaired/Conducted FCA/PCA Audits at the major subcontractors to assure same. Also involved in the MRP (PIOS) System Interface/ implementation and compose/publish Q.A. procedures within a TQM environment.

Compose/publish a Q.A. Manual and direct all Q.A. activities per JPL/NASA requirements.

Mikurt Products (owner operator), Montrose, Ca. 6/81-6/84Directed product

advertising, budgets, fabrication, assembly and shipments. Responsible for the design, a Pneumatically operated production tool used in the transformer coil winding industry.

Documentation Manager, Spectra Physics Inc. Eugene, Or. 2/80-6/81

Startup and staff the documentation department for the Laser Systems Div. Establish standard policies and procedures for Configuration Management Systems, Drafting, Document Control, Document Reproduction and the Technical Library. Implemented a MRP System (MAC PAC). Also chaired the CCB. This division designed and manufactured Bar Code Laser Scanners for NCR Corp.

Responsible for operational budgets, Program Cost Proposals, personnel evaluations, project assignments and training. Three department managers reported to this position that represented (72) engineering personnel within the Design & Drafting Dept., CM and Document Control Departments. I directed the growth of this section from (25) personnel to (72) personnel. I was also a member of the Xerox Corp. Drafting Council. This section supported approximately (40) Federal and commercial programs, i.e., AN/ALQ123 IR Countermeasure System on the F4 Fighter aircraft, early space programs, Pioneer through Viking for JPL, and advanced Xerographic copier designs to name a few.

Designed high speed component insertion machines for high volume production of printed wiring boards.

Also numerous space flight hardware, Ion Plasma Engines, Ultra High Vacuum System(s), Electron Microscope, Zero-G Cesium Fuel System, Gemini 10/11 space vehicle Ion Wake Detector Sub-System. I hold three patents Related to medical instrumentation.
