Responsible for a Team of Enterprise Architects (EA) and Business Analysts using TOGAF and FEAF 2.0 frameworks to analyze current state and engineer future state EA core documents for Ginnie Mae. Analyzing the IBM Cloud infrastructure used for Ginni Mae hosting.

The project consisted of:

Meeting with business stakeholders throughout Ginnie Mae to ascertain their current business objectives

Meeting with the 3rd party infrastructure services providers to ascertain the “as is” state of the infrastructure

Documenting the “as is” state according to the FEAF 2.0 framework

Creating a project timeline and work breakdown structure

Communication with the Ginnie Mae client to ensure that any changes to the scope and timeline were accurately captured and followed within MS Project

Program Manager, NIEHS Enterprise Technology Services (NETS), RTP, NC (Feb 2016 to Jun 2017)– Responsible as the PM for the NETS Support contract which provides Desktop, Datacenter, and Network support to the National Institute of Environmental Health Sciences (NIEHS) located in Research Triangle Park, North Carolina. The contract is responsible for ensuring that all datacenter and network operations are kept to the highest of industry standards in order to the support the nearly 2,000 Scientists and Researchers at NIEHS.

Enterprise Architecture Design for Network modernization.

Project Management: Office365 rollout, Data Center Network upgrade, NetApp storage upgrade, RedHat Linux operating system upgrade

Receipt, translation, and implementation of NIEHS CIO priorities.

Collaboration with Computer Technology Branch (CTB) to design and implement technological direction.

Audit Compliance: Ensuring that the Data Center is compliant with Federal regulations pertaining to critical and sensitive data for PII and HIPAA (NIST guidelines/standards).

Data Center Services Director (Nov 1996 – Dec 2015) - Responsible for all aspects of the day to day operation of the Data Center Operations (DCO) within the Department of Information Technology (DIT) datacenters for the State of North Carolina. These geographically dispersed datacenters provide the infrastructure support platform for mainframe and distributed systems for the State’s Executive Branch agencies. Responsibilities included the management of over 50 state employees providing 24x7 coverage within the datacenters; making recommendations on the purchase of new software and hardware technologies; working with Federal agencies on all aspects of physical security for the datacenters; budget management; presenting recommendations to senior level management; and interfacing with various hardware and software vendors in order to evaluate the potential use of their products within the DCO datacenters. The DCO Team functions as the Tier 1 and Tier 2 support for all infrastructure support systems hosted within the datacenters. Was one of two people responsible for the design and day to day management of the construction of the State’s second datacenter that is located in the western part of the State. Have been called upon to take over projects for statewide laptop encryption, management of the Desktop Support Team, the VOIP Team, and the HVD/VDI design Team.

Systems Programmer II (Jan 1995 - Oct 1996) - As the Operations Technologies Team Leader was responsible for the day to day management of a team of 14 people who provided technical support and first line intervention of problems to the various State agencies. Other duties included performing evaluations of software and hardware products and making recommendations to CS management on their viability within the CS datacenter. As a systems programmer was responsible for the maintenance and installation of various storage management products.

Jan 1987- December 1994 PRC Inc., Washington, DC

Principal Systems Programmer (Aug 1990 – Jan 1995) - Responsible for systems programming support at NASA Headquarters on the Facility Management and Task Order contract. Specific responsibilities include; procurement, installation, configuration, and maintenance of capacity planning, resource utilization, and accounting and chargeback systems NASA’s mainframe system. Also responsible for designing, implementing, and monitoring the NHCC Configuration Management Control Board and its policies and procedures. In February of 1993 assumed the duties as the NASA Headquarters Computer Center Facility Manager. These duties were in addition to the daily systems programmer responsibilities.

Systems Programmer (Jan. 1987 - June 1990) - Sole systems programmer for the Korean Intelligence Support System (KISS) project in Seoul, Korea. Responsibilities included; installing and maintaining the IBM operating systems and third party software needed to support KISS. Also responsible for training of U.S. Army computer operators, development of documentation and educational material, and providing technical assistance to the KISS Project Manager. Performed capacity planning and advised KISS Project Manager on hardware procurement, installation, and maintenance.

Sep. 1981 - May 1987 U.S. Marine Corps

Systems Programmer (Mar. 1984 - May 1987) - Responsible for systems programming support of an IBM mainframe. Also provided training to operations personnel, and ensured that major problems were resolved quickly.

Lead Programmer (Sep. 1981 - Mar. 1984) - Lead COBOL programmer for the Manpower Management Systems Team at Camp Pendleton, CA. Responsible for design, analysis, and coding of various manpower related systems for local U.S. Marine Corps users. Also responsible for drafting user and operator documentation, training of programmers and operations personnel, and problem determination and resolution for various Marine Corps personnel and financial systems.
