Dual role: IFA employee imbedded at INDOT

Evolvement of partnership between Indiana Dept. of Transportation and the IFA. Position was created to streamline processes between the two agencies. Executive director manages IFA employees and INDOT employees and the Innovative Projects Program which both agencies partner together in through an inter-agency MOU.

Projects procured and managed---ORB/East End Bridge Project I-69, Section 5 Project I-69, Section 6 NEPA, Illiana environmental and P3 project, (current in suspension due to Illinois) Current best value design-build I-69 Major Moves NE, I-65 NW, I-65 SE, and new project, the Indianapolis downtown North-Split project.

Alternative Funding Study 2015 was handled and procured though our division.

Delivered major project P3 procurements $1.5B. Ohio River Bridges East End Crossing and I-69 Section 5. Both were delivered within a 12 month period and resulted in over $200M in contract bid savings.

Developed team organizational structure (both internal and external) to work with procurements through construction of both projects.

Have delivered savings of over $50M with both projects regarding external resources and returned to INDOT’s capital program.

Delivered the Illiana Corridor Project environmental NEPA document in a record 3 year period. Collaborative effort between Indiana and Illinois.

Have been procuring, constructing and managing these projects in the most cost-effective and efficient manner for Indiana taxpayers.

Deputy Commissioner Capital Program Management August 2010-Dec. 2012

Managed the costs and delivery of the Department’s Capital Program while guiding the project management team delivering the program. .

Capital Program $1B+ annually.

Managed the INDOT Central Office Project Management team to finish out the $16B Major Moves initiative that INDOT was directed to provide in 10 years from the funds provided from the P3 lease of the Indiana Toll Road.

Worked to develop INDOT’s growing public-private partnership (P3) program of innovative funding solutions and project delivery methods.

Co-managed the Ohio River P3 East End Crossing procurement with IFA.

In 1995, Mastercraft acquired a pre-cast concrete company called Permacrete Products. Permacrete was a pre –cast concrete manufacturer for the cemetery industry and railroad industry.
