SPECIFIC EXPERIENCE
RESIDENT ENGINEER/INSPECTOR
Manage and oversee a range of diverse construction projects (military, commercial, residential and others), varying in size and complexity. Immediate action taken to correct/avoid any discrepancies, ensuring project is completed in accordance with the plans, on schedule, and safely adhering to federal and local requirements as well as company/owner programs. Responsible for and ensure general contractor and sub-contractors realize faithfully the indications in the plans and technical specifications of the project from pre-construction preparation throughout the job until completion. Some projects included Institute of Technology in Ponce, P.R.; Yabucoa High School, Yabucoa, P.R.; Security Systems in Army Base, Ceiba, P.R.
PROJECT ENGINEER
Participate and responsible for all phases of construction projects such as demolition/construction of commercial and residential buildings; renovation projects of boats and piers; residential interior/exterior renovations; supervise, direct, inspect crane operations at marine terminals and construction sites. Responsibilities include quality assurance and control, engineering design support, and job safety.
CONSTRUCTION
Direct and supervise all kinds of construction projects and phases, prepare estimates, manage logistics of materials and equipment until completion. I am up date with the (ASTM) publications and requirements, and knowledgeable in OSHA, PROSHA and other safety and health regulations. General experience in all type of pre-cast, such as, architectural, double tees, pre-stress, post- tension, etc.
MAINTENANCE OF HEAVY EQUIPMENT
AND LIGHT VEHICLES
Responsible for the development and efficient function and maintenance of all equipment by developing and implementing programs to include schedule of inspections, repairs, breakdown evaluations to determine the cause of the problem and how to prevent it. Familiar with suppliers, all machinery parts, ensuring to have appropriate supply in stock and the quantity of the same to provide immediate maintenance minimizing production disruptions and ensuring equipment is in safety operating conditions at all times. Equipment and machinery include but is not limited to cranes, concrete mixers, backhoes and front end loaders.
SAFETY AND SECURITY
Establish and implement programs and measures for safety and security practices. Apply the basic fundamentals for the prevention of accidents. Provide safety training, including hazard recognition and preventive measures. Knowledgeable in OSHA, PROSHA and other related safety regulations in the Construction, Manufacturing and Maritime industry.

QUALITY CONTROL
Coordinate and manage a number of construction projects during all phases, making certain all work complies with contractor/owner plans and specifications, including quality of materials, installation, and adherence to all federal and local regulations including OSHA and PROSHA. Provide engineering consulting services to attorney, insurance professionals and corporations. Provide testimony in court as an expert witness (qualified person) in federal and state regulations as well as codes applicable in civil and criminal cases relating to construction.

Surveyed land for the construction of roadways, sewer systems, and the construction of commercial and residential buildings.
PLANT MANAGER
Manage and direct all manufacturing and maintenance of the plant, where the fabrication of all types of pre-cast concrete, beams, columns, walls, piles, etc. is performed in accordance with customer specifications; also coordinated and participated in the installations of the manufactured products. Responsibilities also included the design process of products, cost analysis, purchasing of materials and sales. Implemented plans and processes, minimizing costs through the effective utilization of staff, facility, equipment, and budget; and maintaining a safe work environment.
PLANT LAYOUT & PRODUCTION ENGINEERING
Planned and implemented programs for production efficiency and utilization of space and staff; the purchasing and installation of machinery and equipment, modernization, and maintenance. Ensured quality control, use of industrial engineering techniques and machine shop practices.
DESIGN & DEVELOPMENT
Designed and developed machinery for manufacturing and production of specific products such as vending machines, elaborated sodas processing and packaging machines. I have designed and developed specific machine automation, worked with instrumental systems, hydraulic tools and equipment & conversion of machinery.
REGULTATION & PERMITS
Apply current regulations, studying and evaluating construction plans, applications for permit use, signs and postings of projects, construction development and segregations to determine if it’s proper to authorize or deny applications and initiate legal procedures if necessary.
