Erie County Social Services, 95 Franklin St., Buffalo, NY 14202 Senior Programmer Analyst 2002 to 2017

Working in this title, I originally was responsible for the document management system. I also directed the activities of the Helpdesk. In 2005 because of layoffs, I was asked to under-fill the roll of IT Director. I was responsible for hardware purchases, IT Budget, UNISYS Mainframe and 14 staff members, while still doing normal PA tasks. I have worked with many New York State computer systems including WMS, SOS, WRTS, Centraport, Assets, Connections (a SACWIS system) and the Children’s Services Data Warehouse. I used Cognos to create reports from various NYS databases.

Programmer Analyst 1997 to 2002

Working in this title, I originally was the lead County employee working with a consultant to set up the Document Management system using ONBASE and TASKMASTER. At our peak we scanned between 30k to 50k pages per day. I was part of a team that installed 800 PC’s. While working for the County Clerk, I was responsible for programming and operating an IBM AS400. I also was part of a team that implemented document imaging using Image Plus software provided by IBM.

I worked as a Programmer/Analyst/Operator in a 2 man shop running a UNISYS 1100 mainframe. I maintained the UNIS Manufacturing System, Order/Shipping, Accounts receivable/payable, and all other systems using COBOL, MAPPER, RPG and DMS1100. Empire of America FSB (Closed)

Analyst/Programmer and System Coordinator 1985 to 1991 I started as an Analyst/Programmer working in the loan area. I transferred to the Information Center during its formation. I worked mainly with MAPPER (a 4GL), COBOL and PC’s. Some of the systems that I developed were: Online Budget/Forecast, Work Order Tracking, Employee Time Entry, Pension File Index and Voice Response Account Inquiry. Erie County Central Data Processing (CDP) 1978 to 1985 I started as a computer operator, advancing to senior operator in 1980. I supervised three shifts of operators, trained new personnel and assisted programmers. I became a programmer in 1981, and then became a senior programmer; assigning projects, tracking productivity and various other tasks. In 1984 I worked as a Programmer/Analyst and was responsible for Accounts Receivable, Erie Community College Budget, County Probation Receipts and CADE Statistics.

ATC Tech 1974 to 1975 - I received a certificate after completing an intensive 600 hour curriculum teaching computer technology, COBOL, RPG, FORTRAN, BAL and PL/1.
