NATO Staff Officer – Deputy Program Manager (2004-2017)

As a member of a Portfolio Management Office (PMO) for 12 years, I provided on-site support to the management and execution of an annual C4ISR Transformational Programme of Work (POW) executed for Allied Command Transformation (ACT), delivering an average of €20 Million in revenue annually

I supported a team of up to 20 project managers at any given time using a PRINCE2 based approach to project management, resulting in the efficient delivery of the programme.

Responsibilities included resource management, milestone management, revision of project highlight reports, financial management and on-site Customer Relations Management (CRM).

In 2012, I completely redesigned the agency’s Project Management Plan used as the basis for contract proposals to the customer, to document all aspects of the project (scope, cost, time, output, etc.) and to manage the execution of a project both by the project manager and the customer.

Effective on-site Customer Relationship Management, liaison officer and Strategic Partnership Development during last 12 years leading to a satisfied client and development of a significant network of senior customers that enabled a successful strategic partnership, business development results and trust.

Planned and conducted workshops and programme level meetings between agency staff and customers to aid in planning and developing a relevant and coherent Programme for the customer;

Lead and negotiated the development of a Memorandum of Agreement with our customer (drafted in 2007 and is still in use today) to document the programme management and financial processes used to manage the planning and execution of the programme, resulting in significant overhead cost efficiency and savings estimated at over € 50,000 annually;

Organized and conducted numerous quarterly programme reviews since 2005, resulting in improved customer relations, effective issues management and timely delivery of the programme;

Deployed for six months to Afghanistan in 2011 in both Kandahar and Kabul as the NATO C3 Agency (now NCI Agency) Field Officer. Coordinated the activities of project teams deploying on-site, planned the implementation of capabilities/services with the NATO and National Staff and represented the Agency in various customer engagement forums. Used my customer relations management experience to resolve a number of issues such as coordinating the repair of airfield equipment installed by the agency, working with on-site contractors to resolve hardware and software problems with NATO communication nodes, repairing/preplacing generators, hosting members of the press writing an article on NATO’s successes in Afghanistan, solving real-life issues for deployed staff (accommodation, transportation, ID cards, etc.).

Have received advanced training in using/developing portals in MS SharePoint. Developed, and maintained several SharePoint Portals to improve the efficiency of document management for the programme.

Prepared written, graphic and visual materials to promote the programme.

Collected and reported programme status for senior management on a monthly basis;

Managed programme documentation (including risk registers, master schedules, and action lists);

Monitored and reviewed programme performance based on defined plans and performance indicators;

Recorded, analyzed and disseminated lessons learned.

NATO Business Development

Maintained a strategic partnership with our customer and developed the partnership through strategic engagement and a liaison role with the customer’s senior and mid-level management, with the goal of identifying business opportunities for the Agency.

Remained current and informed on the main priorities and strategic activities on-going in most of NATO’s senior policy committees such as the Military Committee, Investment Committee, Military Budget Committee, Resource Policy and planning Board (RPPB), Defence Policy and Planning Committee (DPPC) and the North Atlantic Council (NAC);

Supported the timely submission of contracts by supporting the preparation of Agency price proposals (contracts) for every project in the customer’s programme.

Ensured customer satisfaction as the customer-facing representative for the Agency in Allied Command Transformation Headquarters;

Contributed to the identification, proposal and development of year end business opportunities for the NCI AGENCY with Allied Command Transformation, often resulting in additional revenue between 1-3 million Euros annually.

Telecommunications Officer / Cyber Security Specialist

Recently passed the (ISC)2 Systems Security Certified Professional (SSCP) exam and now an enorsed member.

Validated security architectures for NATO military exercises to enable connectivity to NATO SECRET networks (data and VTC).

IT security architect/engineer for several Canadian DND projects within the Classified (SECRET) Domain, including interoperability with NATO SECRET networks, Canadian Forces (CF) Military Message Handling System, CF WAN and CF Command and Control Information System (C2IS) Systems.

Developed, refined and continuously updated the Canadian Forces Command & Control System’s Security Architecture at all layers of the OSI and TCPIP networking models (still in use as of 2004).

Acted as technical authority for IPSec/network layer security products and evolving technologies.

Wrote several technical papers on achieving classified domain caveat separation using commercial application layer security, contributing to an overall corporate solution for achieving caveat separation in Canadian Military Classified Domain.

Named Public Key Infrastructure (PKI) security architect for Canadian Forces projects using the Entrust product. Had very good working knowledge of a PKI architecture (Certificate Authority, public/private keys, X.500 directory and LDAP, X.509 certificates, smartcards, encryption algorithms, etc.).

Appointed DND Protected Military Satellite Communication Project Information Security System Officer responsible for its security architecture, key management plan (TRANSEC), certification and accreditation in 2003-04.

Deputy lead of an 8-person team in coordinating the interoperability of NATO’s initial Land and Maritime High Readiness Forces with NATO (Spain, Italy, Turkey, 1st DEU-NLD Corps, ARRC).
