The Objective of START Phase 4 is FINRA rule 2090(effective 7/9/2012), which introduced the need to implement a continuous 36 month Client Profile (Books and Records/Suitability) mailing for variable, mutual fund and Brokerage Products. MetLife customers, who are eRegistered and have a product(s) in scope for START4, will receive a 36 month mail electronically at a customer base level allowing them to update their Client Profile on eService.
The MetLife’s existing Client Profile update strategy was based on the SEC 17a3 regulation where the “No Action Letter” component allowed MetLife to invest in a risk-based approach ; capturing the client information based on the Rep recommended interactions that result in guidance and or/transactions.
