12/02 – Present City of Chula Vista Senior Open Space Inspector, Chula Vista, CA
Contract negotiation and administration – drafting/development of all Open Space bid specifications; negotiation
of contracts and any changes which occur that affect them; administration of pre-bid conferences with vendors to provide insight in to what the expectations of the City are and to also provide background information on the bid; creation of a process agreed to by the Purchasing Dept. which would allow any questions that bidders have to be submitted to the Purchasing Dept. before a date explained at the pre-bid conference. I answer all questions submitted and have the Purchasing Dept. post the answers online so that all bidders have access to the questions and answers; upon close of bid, creation of the bid abstract which list all bidders, their prices and any payment discounts; analysis of all bids to determine if any mistakes were made and to determine if the bid is acceptable; contacting and interviewing bidders if there are any questions regarding their bid; after analysis and interviews are complete, making recommendation to award contract to the Purchasing Dept.; oversee/monitor contracts; preparing and signing of Purchase requisitions; authorizing payment and deductions; providing dispute resolution; appraisal of contractors performance; meet with contractors to discuss performance; make recommendations to extend and/or terminate contracts as these are multi-year contracts when awarded.
Budget development and administration – development of the Open Space budgets since 2002; forecast funding
requirements for contract option year inflator clause; irrigation parts, equipment and compliance with State
regulations.
Work with City Grant Manager to identify and submit proposals.
Direct supervision of all Open Space Inspectors – hiring, strategic planning; assigning; monitoring; reviewing
workload; team building; addressing whatever concerns that may come up; evaluating performance; general
oversight and coordination of the Open Space Program.
Monitoring of construction impacts upon Open Space infrastructures and assignment of staff to inventory assets.
Administration of the Open Space Water Management Control Systems – review of water bills; analyze monthly
usage; inspection of heavily used meters to ensure accuracy; review/modify irrigation scheduling; implementation
of various Centrally Controlled ET Irrigation Systems Rainbird Maxicom, ET Water, Baseline, RainMaster Eagle;
training of staff in use of systems.
Acceptance of all new Open Space Community Facilities District (CFD) and Improvement areas being turned
over by developers. Perform walk-through inspections of landscape planting to ensure establishment, irrigation
system efficiency, water and electric meters, communication systems, irrigation controller operation, creation of punch lists to identify items of concern.
Plan review of new and renovation projects to guarantee conformance with standards of the City.
Development of planting renovation and irrigation equipment replacement projects for Open Space areas.
Public outreach and volunteer groups – Formed several volunteer groups, Friends of Rice Canyon and Friends of
Del Rey Canyon. Their main goal being to assist in maintenance of MSCP and natural preserve areas by removal
of invasive plants and replanting area with California native plants.
Formed a coalition with I Love A Clean San Diego to promote an Adopt A Canyon Program for Chula Vista. The work provided by the volunteers included weed removal, trash/debris removal, painting of graffiti, planting projects.
Community/Department Relationships – Responsible for developing and cultivating positive relationships
between Open Space constituents, community groups, various City departments we interact with (Engineering,
Landscape Architecture, Planning, Environmental, Code Enforcement, Public Works Inspection and Fire) and
developers.
Input of Public Works contracts into the State of California DIR Projects system ( PCW-100 ). Submittal of the
DIR Project ID No. to contractor and ensuring the contractor sends copies of their Prevailing Wage payroll to
myself.

Responsibilities include the administration and management of contracts- drafting of contract specifications to
ensure a clear and accurate description of the requirements; drafting of statements of work detailing the work to be
performed and methodologies to be used; drafting of quality assurance requirements which detailed the rating
systems used in determining compliance; drafting of actions which will be taken when vendor performance is not
in compliance with quality assurance requirements; payment reductions, official notices to improve performance
by a specific date; termination for default; performance of quality assurance inspections to ensure vendors are in
compliance with terms & conditions of contract; fielding enquiries concerning contracts and services provided in
the contract; maintaining of customer and vendor relationship; resolving of issues and concerns; authorization of
vendor invoices for payment and reductions; maintain database system to track vendor performance and
complaints.
Conduction of pre-bid conferences, pre and post bid awards. Allowing the vendors the opportunity to receive
information on contracts coming up for bid; scheduling walk throughs at facilities to assist vendors in calculating
the bid pricing; checking references to verify scope of work vendor has performed; evaluate vendors past and
present performance.
Manage various landscape projects dealing with upgrading irrigation systems, timers, controllers and new plant
material.
Meet with landscape contractors frequently to address water conservation measures, review and if necessary
modify irrigation and fertilization schedules.
Prepare cost estimates for feasibility of increasing services at facilities and special studies for future services.

Responsible for designing programs to survey and analyze customer needs. Data collected was used to identify
trends and proactively address problems – the goal being to ensure the client base is provided with high quality
service levels and that a significant percentage of the clients renew their advertising and marketing contracts.
