As Program Lead for the International Services & Communications Systems (ISCS), and Technical Program Manager for World Meteorological Organization Information System (WIS) for the National Weather Service, supported the NWS/ Telecommunications Operations Center (TOC). Developed, implemented, tested, deployed, and maintained operations for the NWS WIS/Global Information System Center (GISC)/Data Access & Retrieval (DAR) system.

Key Contributions:

Pinpointed a costly telecommunications billing error resulting in a savings of approximately $11M for the US government. (Please provide an approximate figure for the savings.)

Enhanced security protocols for FTP data ingestion used by NOAA/National Weather Service by recommending transition to a more secure alternative, i.e. SSL/VPN and SFTP.

Slashed budget by $1.5M for NOAA/National Weather Service through recommending use of existing new network infrastructure rather than contracting for new service.

Produced RFIs and RFPs for satellite communications systems (ISCS and NOAA Weather Wire -NWWS), and analyzed vendor technical proposals.

Monitored vendor contract performance for ISCS and NWWS to ensure all SLA’s met.

Developed contingency backup configuration in support of the ISCS program.
