SELECTED ACHIEVEMENTS

Provided Contract Administration and Analysis Support for Department of Defense, TRICARE Managed Care Support Contracts covering 3 delivery regions. Produced, Contract Modifications, for Change Orders, Administrative actions, Supplemental Agreements and Other Actions. Evaluated proposal cost / price, Requested Funding, Drafted Pre and Post Negotiation Memorandum (PNM) and conducted negotiations.

Managed Cost Proposal submittal, to include, data collection, presentations and packaging, as well as provided support for audit and negotiations of a $400,000,000 (Material and Subcontract) Cost Volume for a Full Scale Engineering Development (FSED) Contract, Negotiated at $730,000,000.

Advanced Research Program Estimator for over 100 Fixed Price Cost Proposals ($150,000,000.) for research and development engineering, concept through definition and fabrication. Involved in all phases of proposal development from engineering liaison, rate development, basis of estimate, submittal, audit and negotiation.

Received a Corporate “Operational Performance Award” from Martin Marietta Aerospace “for providing estimating support in the pursuit of a major new business endeavor ($1 Billion), and for providing management with superlative briefings and presentations”.

Provided Procurement Technical Assistance Instruction and Counseling (PTAC) for the State of Colorado. The PTAC position was hosted by the Small Business Development Centers (SBDC’s) of Denver and Aurora, Colorado. The position, provided for government contracting and marketing assistance to small businesses throughout the state. This program was funded by a Defense Logistics Agency (DLA) grant.

Squadron Commander, The position was charged with the responsibility for day-to-day (3 shift) operations of 85 persons, providing safe reliable aircraft maintenance, weapons storage and loading for 75 aircraft assigned to a Tactical Air Wing deployed outside of the Continental U.S. This was a technical operations environment that emphasized quality, safety and security.

Maintenance Supervisor of a Flight line Shop. The position was charged with the responsibility for maintaining the electro-mechanical weapon systems of a fleet of 92 aircraft. Provided Supervision for a shop of 125 persons deployed 7 days a week. This Operation stressed troubleshooting, repair and replacement of mission critical aircraft systems and components in a combat environment.

Produced Working Drawings / Estimates, and Coordinated Projects with municipal building departments for unique requirements and assembled estimates for 22 commercial construction bids in a 3 state region. The results were a 66% contract capture rate for projects in the range of $150,000 to $1,500,000.
