As a Principal Engineer, responsible for designing and maintaining a new DOORS database for IT/IS Program level requirements. Also responsible for capturing and tracing IT/IS requirements to the Catalog of Services and the Statement of Work.

As Senior Manager, responsible for establishing the Systems Engineering and Integration (SE&I) Group. Our objective is to provide programmatic support to the Geospatial Intelligence Agency (NGA) Engineering. Senior Communications Engineer/Communications Team Lead

As the Communications Team Lead supporting the NGA International Program Office. Provided Program Level input for Accommodation Procurement and Foreign Military Sales (FMS). Primary responsibilities included requirement gathering, analysis, planning, design, facility assessment, implementation, and operational sustainment of all international telecommunications networks; internal and external to NGA. As a Senior Communications Engineer responsible for managing circuit installation using various domestic and international telecommunications providers and standards. Network technologies include Telephony (Inverse Multiplexing and Circuit Emulation), IP, TDM, Serial, Frame Relay, ATM, and SONET. Work is related to geospatial intelligence and delivery of National Technical Means (NTM) and finished products.

Senior Communications Engineer

1999 - 2000. Oak Lane Consulting, Inc.

Responsible for capturing, evaluating, and documenting requirements for the FBI’s ATM Filter Tool Project. Also responsible for supporting design and prototyping of new systems that facilitate Internet traffic filtering. Authored the ATM Filter Tool Requirements Baseline Document.

Requirements Manager/Senior Systems Engineer

1997 - 2000. Creative Technology, Inc.

As Requirements Manager supported the Enterprise Messaging Service Program Office (EMSPO). Responsible for the design and administration of the DOORS database (1400 system level requirements). Authored the Systems Requirements Document and the System Specification. Established requirements baseline, traceability matrix, and specifications. Provided input to Independent Verification and Validation.

As Team Lead for the NIMA ATM WAN Implementation Plan; replacing existing Frame Relay network. Developed the IP Addressing Research Report and provided input to the NIMA Program Plan.

As Task Order Manager for the NIMA Enterprise Configuration Management Team. The team was responsible for authoring the NIMA System Description Document, Current Baseline Document, and all technical drawings. The team was also responsible to delivery, board, and maintain the above documents.

As Team Lead for the NIMA Enterprise Network Requirements. Responsible for the collection, analysis, management, and allocation of Imagery, Geospatial, and Office Automation requirements for NIMA’s Communications Infrastructure. Responsible for the Design and Administration of the NGA organizational stand-up requirements. Customized the Requirement Database Hierarchy using DXL code.

Senior Systems Engineer

Managed the research and integration of color management for a graphics production office. Responsible for market survey, recommendations, procurement, integration, testing, and training.

Led the communications engineering effort to integrate COTS and custom software to include data encryption, data hiding, router filtering, and firewalls for a secure collaborative computing environment.

Managed the Washington Branch Office. Responsible for imaging (operating systems and applications) and installation of 150+ IBM servers for system transition.

Implemented a solution for connecting disparate intelligence communities (LYNX). Provided network analysis and developed router scripts to control network access.

Supported the Requirement Management System (RMS) Installation Planning TEMs (IPT). Responsible for software testing and product assurance for (RMS) software applications. Instrumental in creation of the corporate Interoperability Laboratory. Task Leader for data transition from WANG, Apple, and IBM platforms to the NeXT computer platform. Responsibilities included planning and the actual implementation of data conversion procedures.

As Systems Manager of the National Exploitation Laboratory (NEL). Managed state-of-the-art hardware and software systems. Successfully consolidated several sites to form the NEL.

Managed the Software Productivity Enhancement Center (SPEC). Responsible for facilities planning, hardware & software requirements analysis, capital budgeting, and resource allocation. The SPEC is used for software development, bench marking, experiments, and customer demonstrations and system evals.

Supported the Computer Aided Logistics and Acquisition Support (CALS) – the Army's weapons systems acquisition. Evaluated the legacy system to capture functional requirements. Supported IPTs.
