Executive Summary

Scott Smith is a highly seasoned professional IT, infrastructure and business process senior project and program management professional who has been responsible for many complex corporate programs. Program host and Moderator for a 2.5-hour Cyber Security Panel Discussion in Fort Worth TX at Colonial Country Club. Panelists included 3 former senior ranking security analysts from the Department of Defense and one Insurance executive whose company specializes in Cyber insurance policies. 130 DFW Executives participated in the interactive audience/panel format. Capital One Auto Finance, Plano Texas – responsible for the initial 6-month transition management and then full operational delivery management for a 7-year IT outsourcing contract with Unisys Corporation which included end user services (1st, 2nd and 3rd level help desk support), data Center management, moving DR location, application management, production support, database management, SLA management, incident management, service request management, configuration management, change management, IT asset management, network managed services, IT project management and stakeholder management. Delivery team consisted of a total of 25 FTE’s both onsite and at Unisys owned and controlled facilities. Worked closely across business unit groups as well as IT functions to implement continuous improvement programs to help drive forecasted benefits. Negotiated the transition of the Capital One Data Center outsourcing agreement from Unisys to IBM as part of a larger Capital One plan to consolidate all global Data Center operations under IBM and all global End -User Services under Unisys Corporation after year-1 of the contract.

Qantas Airlines, Sydney Australia– managed a cross-functional team of approximately 42 people and a $5.9 million budget to stand up a fully integrated end to end digital marketing software platform and consumer market research platform to support a new commercial business unit in Australia and New Zealand. Led design, development and deployment of Salesforce and integration into Oracle general ledger, accounts payable, accounts receivable and the following end to end processes – order to cash, procure to pay, account to financial reporting and employee hiring and on boarding. Responsible for fully integrating business unit into Corporate shared services functions including Accounting, Finance, HR, Information Technology, Legal, Tax and Treasury. Managed $3.5 million budget focused on software design, development and deployment of a social media SaaS platform focused on local broadcast television markets across top 20 DMA’s. Software engineering team consisted of 8 developers, 3 business analysts and a strategic product development partner out of Austin, Texas. Responsible for all processes related to application development and production support. Negotiated all vendor agreements. Put together investor packages and raised the first tranche of investment money in the Friends & Family round. Responsible for all technology stack and provisioning cloud and technology services from AWS. Commercial Metals, Irving Texas – responsible for the design and implementation of a Service Oriented Architecture solution built on Microsoft .Net framework supporting employee web-based access to their SAP payroll and HR information. Functioned as the Managing Partner and senior Program Manager in charge of a 10 State public sector systems integration consulting practice. Directly accountable by executive management annual revenue of $65M with standard gross margin of 45% and standard EBITDA of 19%. Responsible for developing net new business, extending existing business, building a world-class delivery organization and utilizing intellectual property and process integration methodology on all engagements. • Jefferson County Revenue & Licensing, Birmingham Alabama – Responsible for turning around a 7-year turnkey application development and application management program for the Revenue and Licensing department for Jefferson County Alabama that was in a “red” state. Scott took on the PMO leadership role for an 8-month time frame. He was tasked with finding a solution with respect to project remediation, keeping the client relationship intact for Unisys Corporation, finding a middle ground for a revised budget solution, finding a commercial software solution to replace the custom solution offered by Unisys Corporation that would allow Jefferson County to move forward with its system replacement program, and identifying a skilled delivery team that could quickly move the project to a green status. Scott renegotiated the Unisys vendor agreement with the County that would reflected a restructure to the original agreement between the two parties and established a mutual commitment to share evenly in a $2 million revised budget increase and an 8-month remediation plan. Scott was able to negotiate a replacement COTS package with a 3rd party that provided a sub-license through Unisys Corporation and a solution that the County accepted.
