This letter is to express my interest and excitement for the Grant Coordinator/Junior Account position at KITSS – East Bay Hospital.

Throughout my twenty-nine-year career at the University of California at Berkeley, I sought and obtained career advancements to positions with increased research and instructional financial management responsibilities. Therefore, I would like to summarize my qualifications that I believe make me an ideal candidate for this position.

As the Finance Director for the School of Social Welfare, I managed an annual operating budget of $8.5 million comprised of state and campus allocations, endowments, sponsored federal and state instructional contracts, professional degree fees, and revenue accounts.

I also managed two sponsored instructional training contracts under the California Social Welfare Education Center (CalSWEC), a University of California system-wide federal child welfare training program. CalSWEC also expanded the program to include a state funded mental health contract. The annual budgets total $1.25 million and include matching cost requirements. I developed annual direct cost and corresponding matching budgets, and monitor costs throughout the year ensuring that direct cost are fully utilized, and matching costs are fully met. I also prepared and approved quarterly invoices for both contracts.

For over fifteen years, I served as the Research Administrator and Business Manager for the Center for Social Services Research and the Center for Child and Youth Policy. I managed both the pre-award and post-award processes for over 15 faculty members for both centers that included an annual operational budget of 5 million, with an award inventory of 15 million.

I have vast experience working with various types of sponsors and awards including center grants, private and government contract and grants, cooperative agreements, multiple department and multi-campus awards, and sub-awards. I have expansive experience with private and state contract invoicing, federal and private financial reports, as well as working on complex budgets that include cost centers, multiple principal investigators and sub-awards, and complicated match requirements. I have submitted hundreds of proposals, subcontracts, financial reports and invoices, awards closeouts, over the course of my career.

I believe my experience, knowledge, and abilities make me an excellent candidate for the Grant Coordinator/Junior Account position.

Manage the School of Social Welfare’s instructional program annual operating budget of $8,500,000. Reporting to the Assistant Dean of Administration, develop financial plans, budget models, long-term projections, and provide fiscal strategic planning and oversight for a variety of funds including state and campus funds, endowments, gifts, revenue accounts, sponsored training awards, and professional degree fee revenue funds.

Develop annual pay plan including $6,500,000 in senate and non-senate faculty, lecturers, GSIs, GSRs, readers, technical and administrative staff across a variety of funding streams. Utilize unrestricted and restricted funds to achieve sustainable pay plans that incorporate on-going rising personnel costs and continued budget cuts. Determine federal training grant faculty and lecture percentages for each semester based on formulas of student enrollments and adjust earning distribution accordingly.

Manage Calplanning annual process. Developed and maintain cost projections per departmental IDs, across all types of fund buckets, detailed with BFSs accounts, reflective of cost patterns and structured for consistent use with Calpanning forecast and operating budget processes for each fiscal year.

Manage Professional Degree Fee annual revenue of $750,000 and associated cost. Ensure that all revenue is collected, including dual and concurrent programs with Social Welfare, Public Health, and Public Policy. Project cost of academic and other instructional staff as well as ensuring one-third of revenue is returned to students via stipends.

Prepare and approve quarterly sponsored invoices totaling approximately $1,250,000 for UC system-wide federal child welfare training program (CalSWEC), and a state funded mental health training contract. Ensure invoices are accurate, timely, and required match cost are met. Oversee projection process including direct costs and required match.

Supervise, train, and lead a Financial Analyst 2 and part-time Fiscal Analyst who support the financial reporting and procurement activities.

Business Manager/Research Administrator 4 July 2009 – August 2013

Manage CSSR annual budget $4,500,000 and provide fiscal strategic planning and oversight for principal investigators’ multi-funded projects, supervise and lead administrative staff, oversee space, facilities, IT support, and website maintenance.

Develop, implement, and manage CSSR personnel annual cost plan for 50 staff members. Forecast out-years costs and advise principal investigators on cost patterns and resource availability.

Establish administrative staffing needs. Develop sponsored funding for three full time administrative support staff. Analyze project effort, budget administrative effort to non-federal sponsored projects, endowments, gifts, and service income account.

Expand administrative staff support for the CSSR by creating and developing budget for Research Administrative 2 position.

Develop cost transaction processes and procedures. Apply thorough knowledge of UC policies and sponsor terms and conditions to cost transactions to ensure compliance.

Continue to document SAS-115 Key Financial Controls on a timely monthly basis reducing financial risk.

Assist with academic recruitment requests for CSSR research academic positions and staff research positions; work with the Dean’s Office to complete the process.

Collaborate with Chair of the CSSR Advisory Board to develop and compile two CSSR program and financial overview reports for the Dean, second report presented at the Social Welfare Faculty Retreat, third report CSSR Recommendations developed for Interim Dean.

Present CSSR overview at the first School-Wide Meeting 2010. Guest Lecturer for SW298A 2008 and 2009, developed and presented information for applying dissertation sponsored funding.

Serve as BearBuy Unit Implementation Coordinator; Lead Manager for Connexus Travel System and Event Planner Card role-out for the School. Provide presentations for School administrators and on-going training.
