PROFESSIONAL PROFILE

Professional experience of more than 25 years in the ICT area, in medium and large companies.

At the beginning of his professional career, he worked in the technical areas and later as executive of national and international companies in Brazil, Angola, Uruguay and the USA.

Management and Coordination of major projects in the area of telecom, infrastructure and systems.

Manager in Public Administration as Chief Executive Officer of the data processing company of the State of Espírito Santo (PRODEST) and Technology Director of the State of Espírito Santo Court of Justice.

Elaboration of complete projects in the area of Telecom and infrastructure, from needs assessment, project presentation, schedules, execution, monitoring, testing and final delivery.

Management of the development of systems, using process control tools, with their progress meters. Deployment and management of help-desk. Development of varied activities, from the definition of projects, objectives and goals, work planning, implementation, monitoring, control of results and costs. WORK EXPERIENCE

Chief Executive Officer of the Institute of Information and Communication Technology of the State of Espírito Santo - Prodest: responsible for planning and managing the public policies of Information and Communication Technology, as well as implementing the State Electronic Government and Digital Inclusion project. Parallel to the activities at Prodest, he served as President of the Brazilian Association of State Entities of Information and Communication Technology (ABEP). Entity of all the twenty-seven State Information and Communication Technology Institutions of the Federation. ABEP also acts in the annual SECOP - National ICT Seminar for Public Management and the Excellence in Electronic Government Award (e-Gov Award), as well as in the exchange with public and private entities in the promotion and dissemination of solutions with the community Besides being also a reference in the elaboration of laws and norms for the TIC.

International Consultant in Information Technology and Communications, Planning and execution of ICT Governance projects, in international organizations in Angola, Argentina, Paraguay and Uruguay - (digital mercosul). Councilor for e-Government of the E-net Chamber for the Mercosur Digital project (a project that seeks to establish conditions for a flow of e-commerce between the Mercosur countries and the European Union with a view to fostering regulatory harmonization, - technical structure, the exchange of knowledge and the training that will disseminate the contents on Information Technology, SMEs (small and medium enterprises) and subjects related to the Information Society in general). Consultant of the Government of the Republic of Angola through the National Center for Information Technologies (CNTI), a member of the Ministry of Telecommunications and Information Technology of that country. - for the Paperless Government and Interoperability project.

Author of the project "JUSTICE WITHOUT PAPER", which aimed to implement the

"electronic process" with the total elimination of the role in all instances of the Judiciary. This project was chosen as the national pilot project, by the National Justice Council - CNJ, whose purpose was to copy best practices for the other ninety-six Courts of the country, was considered the starting point of the new justice of Brazil. Winner of several national and international awards, among them TI-Government 2006/2007, Inovare 2007, Oracle Open Word 2006 and Symantec Security forum 2006. Author of the project "GOVERNMENT WITHOUT PAPER", in progress in the Government of the State of Espírito Santo, which provides for the elimination of the role in all instances and public agencies, saving time, storage and transparency in dealing with public affairs.
