Deputy Program Engineering Manager (2005 – 2009) for the HMS (Handheld, Manpack, and Small Form Factor) JTRS (Joint Tactical Radio System) Program

As Deputy PEM ensured program ($69M) ran on time and on budget using EVMS (Earned Value Management System) to assist in monitoring and control, both SPI and CPI greater than 1. To ensure that this was effective I trained all new CAMs (Cost Account Managers) in EVMS planning and reporting, including IBR (Integrated Baseline Review) activities. Responsibilities included assessing and approving impacts to program caused by new scope or EAC adjustments; staffing predictions, requests, and assignments; organization and assessment of technical reviews; and other associated activities. BAEs portion of the total contract started at $40M and was grown to $69M over the 4 years by soliciting additional scope focused on BAEs core competencies, Systems and Software, through many contractual changes. Due to effort involved with each change, I took the role of Capture/Change Lead to ensure that all changes were valid in terms of the contract and were implemented following process in a timely manner (reduced average time from 2 months to 3 weeks). Additionally I filled the role of Risk Manager eliciting risks from technical leads, developing mitigation activities and ensuring mitigation funding and execution to reduce program risk. While assigned to HMS the company went through a CMMI evaluation, and I was assigned the task of CMMI Lead for the program, ensuring that the program was executing at Level 5, bring it up from Level 3 in the previous functional area evaluations.

Deputy Program Engineering Manager (2008 - 2009) for the SAINT (Situational Awareness Information Networking Technology) IRaD (Independent Research and Design) Program

SAINT is an internal research and development project, initiated in Feb 2008, which will undergo a live battlefield Operational Assessment in September 2009, 19 months after IRaD initiation. Project leverages commercial communications technology principals to bring low cost Situational Awareness and legacy radio interoperability to the battlefield. The team delivered an operational prototype within first year of development, had significant customer interest within 6 months, and received its first contract in June 2009. The team successfully integrated COTS mobile phones with SOCOM’s Rapture X Situational Awareness map with US Army’s radios at SOCOM’s Trident Spectre experiment in May, which led to SOCOM’s invitation to evaluate the SAINT system in battlefield conditions. System integrates location reports, event notifications, and targeting information across communication and sensor systems. Responsibilities were similar to above as DPEM. I managed the program from inception to deliverable product, successfully capturing 3 contracts for a total of $500K, with expected contract value of $12M over the next 2 years.
