These systems streamline workflow for the Clerk’s office to provide higher quality services with reduced staff. Before implementing these systems, the Clerk’s Office received thousands of phone calls each week from attorneys with routine questions. They don’t get them anymore because information is readily accessible online.
Developed these systems in C#.net, Windows Forms, Powerbuilder, and .net Web Services with an MS SQL Server DBMS. The success of each system has continually led to orders for additional systems, producing millions of dollars in revenue for my company. Each system also produces maintenance revenue as the State of Florida continually escalates requirements, resulting in orders for add-ons to existing systems. A simple design combined with adherence to fundamental programming principles has been essential to the long term maintenance of each system
All systems followed a similar life cycle path, beginning with the establishment of graphical specifications using MS Visio, Excel, and Word. Applications were developed and tested in an effort to gain rapid customer feedback. During the customer review process, new specifications were often agreed to that were initially overlooked. The refinement and testing of each system continued until the customer and I were both thoroughly satisfied it was ready for production. At that time the system was implemented according to a detailed go-live plan and maintained in production for years thereafter.
Official Records Electronic Recording, 2005
This system receives XML documents filed over the internet via a C#.Net web service, determines fees, records documents, and provides notification to the filer via XML. The system currently processes millions of documents each year in multiple counties, including Miami Dade FL, one of the highest volume operations in the United States.
New York State Liquor Authority Compliance System, 2001
This system processes all violations of the New York State Alcoholic Beverage Control Law. Interfaces are provided to enter complaints, scan/view document images, schedule cases for hearing, create form letters and reports, collect fines, and revoke licenses. Developed with Powerbuilder and Informix using imaging DLL’s written in C++. It is still in production today, maintained by my staff.
Built this system as well as the other systems described below at a time when my company was breaking into the Official Records market in Florida. These systems were our primary source of revenue at that time and their successful implementation enabled us to establish a significant base of Official Records customers. My staff and I are now responsible for the maintenance of Official Records software as well, which produces an important stream of revenue each year for my company.
New York State Liquor Authority Licensing System, 2000
This system manages all licenses and permits pertaining to the manufacture, sale, and distribution of alcoholic beverages in New York State. Includes a complete electronic workflow management system including utilities to scan/view electronic document images, access record information, manage license holds, collect fees, perform background investigation, renew licenses, and much more. Developed with Powerbuilder and Informix using imaging DLL’s written in C++. It is still in production today, maintained by my staff.
New York State Traffic Safety Law Enforcement and Disposition (TSLED) System, 1999
This system manages all TSLED traffic ticket information in New York State. Includes interfaces for entering arrest, disposition, scofflaw, and suspension data for approximately 10,000 traffic tickets per day. Developed utilities to automatically update the mainframe Driver’s License File, produce letters to motorists and out-of-state licensing agencies, and produce more than 15,000 reports to New York State judges, courts and enforcement agencies on a monthly basis. Developed with Powerbuilder and MS SQL Server. The NY Department of Motor Vehicles IT department took over maintenance of this system following implementation in 1999.
Paychex Imaging System, Rochester NY, 1998
This is an electronic folder system which is used to scan, index and view electronic documents required for managing the payroll of Paychex clients. Paychex IT took over maintenance of this system in 2007. Developed with Powerbuilder and Informix using imaging DLL’s written in C++.
Phillips Petroleum Company, Bartlesville OK, 1989 - 1996
Developed Natural Gas Price Hedging Model
Worked closely with Phillip’s Trading Office to devise an algorithm to statistically evaluate proposed hedging strategies. Utilized Excel SOLVER mathematical optimization software to develop a statistically optimal history match for forward month price correlations. Implemented algorithm in C++ and provided Excel/Visual Basic interface for real-time graphical analysis of the expected value and risks associated with any given strategy. This model provided a fresh, new insight into Phillips trading operation and was used to maximize and secure domestic natural gas revenue.
Created Olefins Chemical Production Model
Converted spreadsheet analysis made by chemical engineers into a mainframe-based implementation and integrated the result with the mainframe-based Corporate Strategic Model. This model assessed the economic contribution of Olefins production to the Chemicals Strategic Business Unit, the NCP operating group, and to Phillips Petroleum Co.
Performed Economic Evaluation of Ekofisk II Project Plan
Ekofisk II was an agreement between Phillips, its partners, and the Norwegian government to rebuild their North Sea oil and gas production/distribution facilities. Implemented an electronic spreadsheet model to provide charts assessing the economic position of each party as a function of change in working interest, royalty rate, license duration, and capital classification under various plan scenarios. Performed economic evaluation of the proposed Eldfisk waterflood project plan and integrated the result with the Ekofisk II plan.
Performed Economic Evaluation of Seagas Pipeline Conversion Project
The Seagas natural gas pipeline was converted to transport crude oil from the Gulf of Mexico to Cushing, Oklahoma. Developed an Excel spreadsheet analysis to graphically forecast oil demand in the Midwestern United States and integrated the results with Phillip's corporate economics application.
Well Performance Advisor
Designed, developed and maintained PC-based gas well monitoring application Created C++ model implementations for backpressure, material balance, and gas well testing analysis according to fundamental reservoir engineering principles. Designed a relational database to organize production and engineering data for any natural gas field. Provided SQL utilities for information retrieval and for general data management. This model graphically identified wells with flow problems that needed to be addressed and was used to significantly increase natural gas production in various domestic and international locations.
UNIX Workstation Interface for SIMRES Reservoir Simulation Model
Developed UNIX workstation interface and tested it against existing mainframe/Cray datasets including those for Ekofisk, J-Block, and North Cook Inlet fields.
SPIDR Gas Well Pressure Calculation Utility
Utilized Cullender and Smith method to develop PC utility for computing bottom-hole flowing pressures from electronically measured surface data for use in Phillip’s well testing applications. The application provides accurate data while eliminating the need to lower pressure measuring tools to the bottom of a gas well, which saves time and money.
