Managed development of several multi-year - multi-million dollar projects including Utah’s Criminal Justice System, Automated Fingerprint System, Case Management System and other solutions.

Project Manager for development of more than 320 new Soap–based web services products for Criminal History Systems. These are mission critical real-time services that officers in the field rely upon for their work and safety.

Our team received Governor’s Award of excellence for the development of the Automated Finger Print Information System. AFIS is a passive system using a series of web services that interact with State and Federal systems to capture and perform checks and data validations for fingerprint images. A turn-around process once requiring batch processes and human interpretation taking up to 7 days now takes just minutes.

Recruited and led a team of 15 employees and 11 senior-level developers that enabled on-time quality applications.

Led the design process with development team, business stakeholders and subject matter experts.

Achieved and monitored use of more than ~4M in federal grant funding in a 6 year period.

Implement and performance management for staff - Set priorities, develop work schedules, monitor progress towards program/project milestones.

Recruited and built a new development team of (11) developers and graphic designers. Established development standards from the ground up. Responsible for winning bids and contract work that would support an annual budget of ~1.8M for a team of 12 developers. Directed the development of enterprise software applications and managed software development life cycle. Direct engineering activities and cost management, and schedule performance.

Selected successes:

Leadership role in RFP process that selected vendor for Utah.gov portal.

Directed large scale case tracking system servicing 15 centers reporting to the Attorneys General Office.

Led and delivered a 1 million dollar State wide Intranet portal project.

Revived a failing State-wide Identity Theft project. The consultant that was used prior to my coming had moved on - project was reported as 90% complete, in reality was closer to 45%. We successfully delivered on time.

Won new business in developing more than 30 new web sites for State agencies and others e.g. Murray City, BrianHead ski resort, and private and non-profit organizations.

On own initiative established the Enterprise Development Group (eDG), designed, marketed and managed advertisement for eDG web site, and gained sponsorship from vendors. Developed and presented monthly curriculum to promote standards and best practices for Developers State wide. P a g e 3 3
