Maintained technical oversight for ground station hardware and infrastructure software systems consisting of 4 main labs that were to be deployed to 20 locations worldwide. The infrastructure team consisted of 100 staff. Managed requirements, worked with multiple teams including development, test, deployment, security and implementation to ensure that install procedures were accurate. Wrote and update procedures as need be. Used DOORS database to manage, review and make changes to requirements.

Supported RDC contract for Missile Defense Agency. Integrated 20 plus contracts (task orders) to ensure standard processes, procedures, tools, hardware and software were being used correctly. Instituted framework for CMM level 3 certification and converted to CMMI along with the Software Engineering Institute (SEI). Maintained role as Deputy Project Lead for a high performance computing center which consisted of 2 super computers and all supporting peripherals for specialized equipment for several hundred classified users. Took control of hardware at a facility for daily usage and was responsible for all administrative hardware and software for approximately 2000 users. Supervised the PMO which included 65 direct reports and 10 project managers. Ensured the proper balances existed with the engineering staff across the contract as it related to technical, educational, experience and Affirmative Action requirements. Was accountable for proposal management including working with technical aspects, teaming and RFP’s.

1993 - 1998 Presearch Incorporated Ft. Monmouth, NJ Program Manager

Performed full life cycle requirements management, working with multiple developers on hardware, telecommunications and software selection design and implementation. Was a prototype site manager for 2 of 5 sites for automation and consolidation of all wholesales logistics for DoD. Remained main POC for testing and analysis teams to ensure requirements were tested properly. Analyzed test results to determine necessary changes and identify issues to be resolved. Worked with approximately 25 DoD representatives from all service branches nationwide to concur on implementation and testing of requirements. Used Waterfall and Earned Value Management System. Was selected to be an Army Representative with the National Technical Standards on how to implement the Internet Protocol over Broadcast Radio Network. Worked with the U.S. Army for their Base Network Standards. Was a Senior Reviewer for the implementation of the U.S. Army’s Wide Network Management Systems. Conducted analysis of test results and explained the impacts to DoD representatives prior to deployment. Remained heavily involved in logistics processes for deployment. Attended meetings, briefings and traveled extensively to meet with high-level government officials. Worked on the security design and architecture for the infrastructure system.
