Led Cobham Mission System’s Engineering (ENG), Manufacturing (MFR), Supply Chain (SC) and Overhead Cost Reduction Initiatives for the KC-46 Body Fuel Tank (BFT) system and organized and managed the transition of a multi-million-dollar program from an Engineering Manufacturing Design (EMD) to Low Rate Initial Production (LRIP) (18 EMD tanks - with 2 for Qualification and 76 LRIP tanks).

•Established MFR, SC and ENG baseline and future cost projections, the foundation of the successful $400Mil+ omnibus contract renegotiation with Boeing.

•Spearheaded a 34% material cost reduction from initial EMD cost at completion and an additional 6% reduction from renegotiated LRIP estimate to complete costs.

•Exceeded LRIP renegotiated estimate to complete build - 38% reduction in labor hours from first LRIP tank.

•Worked with MFR Engineers, Planners and SC Commodity Buyers to develop and implement Part and Component scheduling and delivery, production manning and schedules and worked with Quality Assurance (QA) and ENG to enhance Advanced Product Quality Planning (APQP) and tracked and coordinated Nonconformance (NC) mitigations.

Managed HCL’s functional design, development, testing and implementation for restructuring the Unemployment Insurance (UI) operating system, procedures and processes for Wyoming, Colorado, Arizona and North Dakota (WyCAN), a four-state consortium.

•As part of the PMO, updated the Design Change Request (DCR) Process, Risk Management Plan (RMP), Standardized GAP Analysis Process Flow, HCL Iteration Change Control Procedures, Lessons Learned Tracking Document, and the UI Tax Integrated Management Plan and Master Schedule (IMP/IMS).

•Directed 3 UI Tax Scrum teams simultaneously conducting Sprint Backlogs, on schedule, at various stages of development that included requirements definition and gap analysis (storyboards, use cases and supplemental specs development), business process design, scenario development, configuration and customization, user and application reviews and user training and testing.

Led Maine’s Department of Labor (DOL) Bureau of Unemployment Compensation (BUC) cross-functional Information Technology (IT) projects, exceeding $16Mil.

•Developed Unemployment Insurance (UI) Benefit Overpayment Detection and Case Management Software Request for Proposal, evaluation criteria, scoring sheets, and down selected candidates.

•Updated and submitted UI benefits and tax data reports with USDOL Data Population validation. On-time, with no discrepancies.

•Automated and enhanced the BUC’s ability to electronically exchange separation information from Third-Party Administrators (TPAs) and employers (SIDES).

•Implemented an E-Response, web services solution to conduct paperless UI Benefits enrollment, request and response procedures with TPAs and employers through a federally managed Central Broker system (SIDES 2).

•Transitioned Oracle based Benefits real time processes off problematic server to a Solaris 10 Operating System, upgrade existing backend processes, interfaces and converted databases, jobs, screens and reports to 11G.

•Initiated an IRS approved tax refund offset payment process to identify and collect unemployment compensation debts owed to Maine (TOPS PLUS) and develop and implement multiple cross match procedures and collection processes.

•Led Raytheon’s classified UEWR Modeling and Simulation (M&S) Lab transfer from MA to CO. Completed effort $70,000.00 under budget, 3 weeks ahead of schedule and received 100% award fee.

•Managed SE&I’s XBR Early Integration Working Group Tiger Team; implemented system upgrades, ensuring system validation for Ground/Flight Testing (G/FT) of the GMD system.

•Coordinated GMD FT 3, 4-01 and GTI-03a (IGT-7) flight preparation.
