Recruited to manage and develop the federalization of over 425 airports nationwide and its territories in one of nation’s largest projects for the Transportation Security Administration (TSA) valued at over $888M per year. Recruited to provide, develop and manage multiple assessment centers opening on very short notice after the terrorist events of September 11, 2001. Protected and managed over $57MM in mobile assets and 12,000 employees. This was accomplished without incident. Managed a total budget of $56MM supporting more than two hundred assessment centers throughout the United States and its territories. Operational oversight for inspection enforcement issues all International Airports/ 305 Land Border Ports. The USINS inspects nearly 600,000,000 international arrivals on an annual basis at Ports-of-Entry. Liaison to Military, NATO, US Customs Service, CIA, NSC.

Management representative in Union arbitration regarding unfair labor practices. Re-wrote and implemented Service-wide Fee Collection manual at direction of the attorney general and office of the inspector general, for the collection of an estimated monthly fee collection of $85MM. Coordinated the contracting standards for Service-wide body armor acquisition and the performance standard test for Service-wide shotgun and handgun acquisition. Developed the MOA and deployment plan for military personnel to this agency in support of Treat Level One through Level Four operations at the International Borders North and South. Oversaw the construction of several international airports federal inspection facilities. Oversaw the construction of the first detention facility at GTMO Bay.

Officer in Charge (Attaché), INS, Pakistan, Afghanistan and Kashmir (1995 – 1999) Established the USINS presence in Pakistan, Afghanistan and Kashmir by opening the first office for this agency in Pakistan with sub-offices in Karachi, Lahore and Islamabad. Responsible for the training of airport personnel on security and document fraud pertinent to the international airlines in the region. Adjudicated all Political Refugee cases from Iran, Iraq, Afghanistan and other sensitive areas throughout the region. Provided document training in the areas of document fraud, security, and counter fraud techniques to host government officials, other signatory governments with mutual interest in the region and all foreign carriers.
