I provided armored mobile close protection security, biometric registrations, threat analysis, counter intelligence, ground and air operations both helicopters and fix wing aircraft, total life support services for/support of USACE. Throughout theater managed twenty three forward operating sites and multiple sub-contractors. Management of large international security operations, and the individual security solutions to meet the challenges of their domestic international operations. Provided security oversight and management for projects in Afghanistan, Iraq, Sudan, Saudi Arabia and advisory support in many other countries. Developed several tailored security manuals for different projects, conducted investigations and audits internationally and provided several in depth international security assessments for the US Government.
Built or designed numerous compounds in Iraq, Afghanistan, Saudi Arabia and the Sudan to include full security assessments and developed security plans, manuals, medical plans, evacuation plans to support these facilities. This involved providing protection and life support for expats working on projects in Iraq. Provided the security for reconstruction projects totaling more than $2 billion dollars in hostile environments contracted to LBG by USAID.

During the past six months sought and infused into the pipeline more than 200 million dollars’ worth of new business in new areas that the company previously had not been exploring. Recruited to manage and develop the federalization of over 425 airports nationwide and its territories in one of nation’s largest projects for the Transportation Security Administration (TSA) valued at over $888M per year. Recruited to provide, develop and manage multiple assessment centers opening on very short notice after the terrorist events of September 11, 2001. Protected and managed over $57MM in mobile assets and 12,000 employees. This was accomplished without incident. Managed a total budget of $56MM supporting more than two hundred assessment centers throughout the United States and its territories. Provided direction and leadership in building current security programs, which include Physical Security, Personnel Security, Personal Security, Information Security (Cyber Security), Incident Response, Forensic Investigations and Indications and Warnings. Provided senior management with threat assessments and risk management strategies. Operational oversight for inspection enforcement issues all International Airports/ 305 Land Border Ports. The USINS inspects nearly 600,000,000 international arrivals on an annual basis at Ports-of-Entry. Liaison to Military, NATO, US Customs Service, CIA, NSC.
Management representative in Union arbitration regarding unfair labor practices. Re-wrote and implemented Service-wide Fee Collection manual at direction of the attorney general and office of the inspector general, for the collection of an estimated monthly fee collection of $85MM. Coordinated the contracting standards for Service-wide body armor acquisition and the performance standard test for Service-wide shotgun and handgun acquisition. Developed the MOA and deployment plan for military personnel to this agency in support of Treat Level One through Level Four operations at the International Borders North and South. Oversaw the construction of several international airports federal inspection facilities. Oversaw the construction of the first detention facility at GTMO Bay.

Officer in Charge (Attaché), INS, Pakistan, Afghanistan and Kashmir (1995 – 1999) Established the USINS presence in Pakistan, Afghanistan and Kashmir by opening the first office for this agency in Pakistan with sub-offices in Karachi, Lahore and Islamabad. Responsible for the training of airport personnel on security and document fraud pertinent to the international airlines in the region. Adjudicated all Political Refugee cases from Iran, Iraq, Afghanistan and other sensitive areas throughout the region. Provided document training in the areas of document fraud, security, and counter fraud techniques to host government officials, other signatory governments with mutual interest in the region and all foreign carriers. Responsible for criminal investigations.
Officer in Charge (Attaché), INS, Cuba, Jamaica (1994–1995) Enforcement and operations in Guantanamo Bay, Cuba during the Haitian Crisis. Established and managed mass media events to garner favorable international support for the United States Government. Managed a number of vital services to include (but not limited) medical services, housing, food, repatriation, and legal matters.
Operated with direct mandate from the USINS Commissioner and the Attorney General to get operation under control, reduce numbers exiting from Haiti, reduce costs of operation which was exceeding $10,000,000 per day, and to establish safe haven countries.
• Built the first GTMO Prison which was expanded and is currently being used for Al Qaida operatives

Deputy District Director, INS, Portland, OR (1988–1995) USINS operations for the State of Oregon, and Southern Counties of the State of Washington. While under a Congressional Mandate, negotiated in record time the acquisition and building of a new Federal Inspections Facility (airport) for the arrival of thousands of international passengers to the U.S. Resulting in a cost saving to the US Government in excess of $25MM. Operational charge of the OCDETF organized Crime and Drug Enforcement Task Force, oversaw all investigations and managed all inspectional, deportation and politically sensitive cases. Also managed all multi-agency task forces. Area Port Director, INS, Highgate Springs Port of Entry, Highgate Springs, VT (1985–1988) Officer-In-Charge of a Master Port- of- Entry, four sub-ports and an airport. Responsibility for the prosecution of all cases related to smuggling activities from Canada through Vermont and New Hampshire.
