Professional Work Experience
More than 30 years of diversified experience in the construction and development field; involved in numerous complex and diverse projects; understand technical issues, yet sensitive to the owner’s needs; range of project management activities includes the development phase, design phase, procurement phase, construction phase, and post-construction phase; experience includes budgets, conceptual and hard-cost estimating, permitting, constructability review and value engineering, scheduling, bid-packaging and project buy-out, architect/engineer selection, contract and change order negotiation with design firms, general contractors and subcontractors, on-site project management, mechanical/electrical/plumbing coordination, tenant coordination and migration management, FF&E coordination and installation, claims resolution and arbitration, facility management, and real estate inspection
Duties and Responsibilities
As the Project Manager completing work for Philadelphia Housing Authority, Oversees outside construction management firms and consultants to assure project completion, resource allocation, technical direction and ensuring compliance with quality control standards. Oversees inspection work at construction sites, and the work of project engineers and inspectors to ensure inspections are completed on time and required reporting is completed. Maintains project documents and files; ensures all required documents are contained in standard PHA files. Provides project accounting control; reviews and approves invoices, prepares funding requests, tracks purchase order expenditures and maintains Limited Partnership books; maintains schedule of values. Reviews and approves or rejects Task Order Modification requests from the construction manager based on the scope of work or changes requested to PHA. Supervises independent estimates and analyzes estimates versus construction manager requests; negotiates with construction manager for fair and reasonable cost of requested changes. Prepares internal and external reports as requested or required by HUD, PHA and other governmental agencies.
As the Project Manager completing work for several Philadelphia School District capital improvements: Responsibilities was to oversee the daily activities of each contractor that is assigned to these projects, submit daily manpower reports, review monthly payment applications, coordinate work between the school principles, contractors, and school district; supervise the administration of inspection activities to ensure compliance with the plans, specifications, and terms of contract; monitor and approve the quality control (QC) and Safety programs for contract compliance; review change orders and complete independent estimates to the changes submitted by the contractor.
As Project Manager, completed work for several government agencies space renovation projects totaling $10,970,000 for US General Service Administration (GSA) at the US Custom House. Responsibilities: job site inspection and reports, project budgeting, 50% and 100% drawing reviews, constructability reviews, review and analysis of construction change requests, completing IGEs (independent government estimates), SOV (schedule of values) reviews, conducting weekly progress meetings, preparing monthly project status reports, and provided recommendation to the Owner for their approval; monitor and quality control (QC) and Safety programs for contract compliance; supervise the administration of the QAP and inspection activities to ensure compliance with the plans, specifications, and terms of contract.
As the Construction Manager on the $35 million Enon Tabernacle Baptist Church Project which was a seating capacity of 5,000 in the main sanctuary and an all-purpose room which handles the overflow to the main sanctuary. Duties and responsibilities were: drawing reviews, project budgeting, constructability reviews, estimating, SOV reviews, job site inspection and reports, conducting weekly progress meetings, preparing monthly project status reports, review and analysis of construction change requests, and provided recommendation to the Owner for their approval; instrumental in
utilizing the Project’s CPM schedules to mitigate schedule acceleration claims and other contract disputes; administer Field Change Directives used to monitor, track, and control Construction Changes; supervise the administration of the QAP and inspection activities to ensure compliance with the plans, specifications and terms of contract.
Prior to Enon Tabernacle Church, completed a number of Philadelphia School construction projects including the $7 million Kearny Elementary School addition as Construction Manager, $22 million Hunter Elementary School project as Construction Manager; and the $8 million Ben Franklin Elementary School addition and renovations as Construction Manager. Was responsible for the coordination and administration of the engineering and construction for all projects managed. During the Construction phase of these projects, responsible for job site inspection and reports, constructability reviews, estimating, SOV reviews, conducting weekly progress meetings, preparing monthly project status reports, review and analysis of construction change requests and provided recommendation to the Owner for their approval.
