As an experienced construction management professional with 35 years of experience in construction management, I have diversified experiences in program management, design build (DB) delivery method and engineering of mega, large, and other projects and programs of different sizes and magnitudes. More than 25 years of my experience is in transportation projects including Petro Chemical Plants, ports, marine terminals, airports, roads, and railroads, including heavy and light rail as well as over 10 years’ experience in working overseas in multicultural and global settings and environments, including the Middle East.
I have worked with clients such as Chevron-Phillips, USACE, AFCEE, MTA, Port of Los Angeles, Port of Long Beach, and Korean Airport Authorities). Other experience includes hospitals, Dining Facilities, multi- story buildings (dormitory, barracks, airport terminal building).I worked with Transportation and GF&I Business Groups as Country Manager, Project Manager, Site Manager, and Construction Manager, on several DB, and third Party CM contracts.

(USGC) Petrochemicals Project, Chevron-Phillips Old Ocean, Texas. USA, Rail & SIT Yard Project,
This 45 mile rail project connects the Polyethylene plants to Union Pacific main track and includes main track, a SIT yard, a loading yard, asphalt and concrete access roads, and facilities such as Admin BLDG, Maintenance shop, car wash. The SIT yard has a process/fire water tank and a fuel oil tank.
1.4 millions CY of native material were, mixed, treated, and placed for construction of railroad embankment and the SIT yard sub grade.
Several miles of underground utilities such as storm drain system, potable water, industrial waste water (oily water), track under drain perforated pipes, electrical and communication lines were also installed.
In addition, seven detention ponds and several precast concrete bridges and concrete box culvert crossings were constructed along the track alignment.

Construction of two Polyethylene units in Old Ocean Texas, which also includes, Construction of piping system and tie-ins through adjacent Phillips 66 refinery into the new Polyethylene units(Brownfield), expansion of an existing substation, Construction of a new substation and approximately 8,500 feet of double-circuit 138kV transmission line.

Sweeny US Gulf Coast (USGC) Petrochemicals Project, Chevron-Phillips Sweeny Plant, Texas. USA
As owner’s Engineer, supervise the services of the design contractor for Front End Engineering Design (FEED) for phase 3 of the proposed Polyethylene Facilities, and a Storage-In-Transit (SIT) Rail Yard and associated Rail Facilities, for the USGC Petrochemicals Project.
The Scope of the Work (SOW) was to progress the engineering to an appropriate level to meet the following objectives:
Progress the engineering and design for civil work to sufficient level to develop all required supporting information necessary to submit a permit to the US Army Corps of Engineers (USACE) for the proposed rail project, as well as to FEMA for revision to the current Flood Insurance Rate Map (FIRM)
Produce a class 3 cost estimate of the Total Installed Costs (TIC) that has an accuracy of +/- 10% and a contingency of +/- 15%.
A Level III Schedule.
Produce engineering documents sufficient to include in a bid package for a Lump Sum bid for the remainder of the engineering and procurement and final construction.

Yongsan Base Relocation Program, Seoul South Korea. This is a $10B program that relocates the US military from Yongsan Garrison, Seoul to USAGH (US Army Garrison Humphreys)
Responsible for:
Improving overall Construction Quality Assurance.
Review the Report on Construction Quality Concerns and address the QAR issues.
Familiarizing QA team with the USACE expectations in terms of meeting all of the standards, inspections to ensure standards are met, usefulness of the 3-phase inspection process, etc.
Proper documentation of all QA processes
Establish strategy and procedure for projects closeout.
2010 - 2011
Senior Project Manager, CH2M HILL
Design/Build Basic Load Ammunition Holding Area, and Entry Control Point, Camp Bastion, Afghanistan. The $20M project consists of construction of approximately a 22,500 square meter of air craft ramp area, and a new ECP. The primary facilities included a ramp parking area, ladder connecting taxiway, vehicular access road, and the ECP with inspection area, guard towers, control building, canine area, and material transfer point. Support facilities included edge lights, high mast lights, tie-down/grounding, electrical services, site utilities and site improvements.
2009 - 2010
Deputy Project Manager, CH2M HILL
Design/build FY08 and FY09 Projects, Bagram Airbase, Afghanistan. The $120- million design- Build project consists of design and construction of a parallel taxiway, a Strategic Airlift Ramp, a HeloApron, a C-130 Maintenance Hangar, Cargo Handling Area Expansion, and a Refueler Ramp. These facilities have been designed and constructed in accordance with current U.S. Design Standards, Department of Defense and Department of the Army, safety and security standards.
The parallel taxiway is Portland Cement Concrete Pavement (PCCP) with paved shoulders, pavement marking, edge lights, and taxi guidance signs.
The Strategic Airlift Ramp and Refueler Ramp are PCCP with pavement markings.
Helo-Apron is PCCP with a new asphalt taxiway, connecting it to the runway, with paved, pavement markings, edge lights and area/security lights.
Cargo Handling Area Expansion is also PCCP with fenced perimeter, and Flood lighting System and a truck weigh station.
The Helicopter Maintenance Hangar is a pre-engineered building which includes a fire pump building, fire water tanks, domestic water tank, sewage tank and electrical transformer.
C-130 Maintenance Hangar is also a pre-engineered building, which includes a fire pump building, fire water tanks, domestic water tank, sewage tank and electrical transformer
The project also includes reconstruction of five existing taxiways connecting these facilities to runway, and a new fuel transfer line.

Design/Build CMU Barracks and RSOI Surge Area, Bagram Airbase, Afghanistan. The $27- million project consists of design and construction of four new 160-person barracks buildings at the barracks site, a dining facility (DFAC), latrine/shower facilities, and six tent pads at the RSOI site.

Design/Build Level III Expeditionary Hospital, Camp Arifjan, Kuwait. The $13-million fast track Project consists of design and construction of a fully functional 34,000.00SF, 25 bed, Level III Hospital facility in Kuwait.
2006 - 2007
Project Manager, CH2M HILL
Design/Build Refueler and Tactical Ramps, Al Udeid Air Base, Qatar. The $34-million project consisted of improvements to the existing tactical ramp, construction of the refueler ramp, and construction of access road, taxiway lighting, and navigation aid improvements. The ramps have paved and unpaved shoulders, edge lights, ramp flood lighting system, tie down grounding system, and lightning protection system.
2005 - 2006
Project Manager/QA/QC Manager, CH2M HILL
Design/Build Aircraft Parking Ramp Project, King Faisal Air Base, Al Jafer, Jordan. The $12.5 Million aircraft parking ramp project consists of design and construction of a new concrete aircraft parking ramp with a taxiway, a new road, a power substation with an emergency generator, and abutting an existing taxiway.

Site Manager, CH2M HILL, Long Beach, CA
Pier T Marine Terminal Project, Port of Long Beach. The $576M Pier T facility is a 375-acre container terminal, making it one of the largest container facilities in the world today. The Pier T Marine Terminal Project converts the closed Long Beach Naval Station and Naval Shipyard on Terminal Island to a state-of-the-art container terminal. This 6 1/2 year program consisted of 18 contracts. Pier T project has received numerous
awards including the 2005 Project Achievement Award from the Construction Management Association of America’s (CMAA) Southern California Chapter for outstanding achievement in the practice of construction management.
Responsible for overall construction and QA/QC including: supervision of QA/QC MGRs for each contract, review and approval of QA/QC policies and procedures, and Correction Action plans. Site activities have included:
Dredging and disposal of approximately 5 million cy of bottom material
Construction of a 5,000-foot concrete container wharf
Construction of 83,000 feet of track in an intermodal rail yard
Construction of 29 lane gatehouse complexes and 12 buildings Construction of 4 power substations for cranes
Decontamination, demolition, and/or remediation of existing facilities. (250 buildings, concrete wharves, 3 dry docks, and miles of underground utilities). Ingress to and egress from the site for all forms of land and sea transportation
1998 - 1999
Assistant Project Manager, Bechtel, Los Angeles, CA
West Basin Intermodal Container Facility, Port of Los Angeles. Construction of the container facility and rehabilitation of Berths 238 and 239.
1996 - 1998
QA/QC Manager, O’Brein-Kreitzberg, Inchon, Korea
Inchon International Airport Terminal Building, Korean Airport Authorities. Managed construction QA/QC of this $900M terminal, which included a cell steel-frame structure with five stories, 3.8M square feet of roof truss on a foundation of steel piles and independent foundation elements. The building was divided into three sections with three general contractors and numerous subcontractors. Personally responsible for managing the quality program for the entire project, which includes implementation of all QA/QC policies and procedures, as well as supervising field inspectors and the contractors’ QC managers. ISO 9000, and other international standards were referenced for this project.
1994 - 1996
Resident Engineer, Bechtel, Los Angeles, CA
New Dock Street / Henry Ford Avenue Grade Separations: The $55 million, multi-staged project included construction of two grade separation bridge structures, depressed roadways. Project also included removal of existing tracks and construction of over 30,000 TF of new railroad within an active rail yard. Improvements included:
construction of two new grade separation bridge structures, depressed roadways, and approach ramps
Street demolition, and repaving.
Construction of temporary and permanent railways, lighting, signage and striping.
Installation of stone columns, concrete piles, steel pipe piles, sheet piles, and cofferdams.
Construction of concrete retaining walls, MSE walls, slurry curtain walls and utility relocation during construction.
Construction of site utilities including waterline, storm drain system, Forced Main, electrical/Communication ductbank, and pump stations.
Detailed staging of construction, to maintain traffic on existing roadways and railroad tracks.
Duties: Primarily responsible for supervising all QA/QC, and CM activities of 12 field inspectors including day & night shifts. Reporting directly to the Project Manager, review and verify contractor's progress payments, review RFI's & RFC's, estimate CCO work, review and evaluate the contractor's response to RFQ's, Establish Inspection / documentation systems, monitor and review inspection reports, schedule manpower resources, participate in progress, schedule, and safety meetings. Act as primary point of contact with contractor.

Senior QA Representative, O’Brein-Kreitzberg, Los Angeles, CA Senior QA/QC REP (Lead) Metro Green Line; (Caltrans) and MTA; Los Angeles, California.
Lead QA/QC representative for acceptance of $716 million light rail facility into the Caltrans system. Responsibilities included supervising the inspection team for the buildings, and traction power foundations, installation of sub-ballast, ducting system, track drainage, and skeleton tracks. Scope also included providing oversight inspection for the construction of 5 passenger stations. (Norwalk, Lakewood BLVD, Long Beach, Avalon, and Vermont)
Metro Green Line Maintenance Yard; Hawthorne, California
The $35M project was construction of a state of the art maintenance yard on 10 acres land, which included a vehicle maintenance shop, car wash building, cleaning platform, storm drain system, water line, sanitary sewer line, underground drainage, OCS poles, electrical duct banks and manholes, access roads, concrete curb gutter, and sidewalks. Lead the inspection team for construction of the maintenance Yard.
