PROFESSIONAL EXPERIENCE:

As a Health & safety professional the past 16 years of experience

throughout the United States, (3 times) in the Caribbean, (3) government

contracts in the Middle East for the DOD/U.S. ARMY and USACE (US Army Corp

of Engineers) also (2) Haiti assignments -contract under the US State Dept

and the other under The World Bank, extensive Nuclear Training under the

DOE & NRC. With my vast Varity in HSE, Management and on hands upbringing

Spent 13 years with one company, before contracting out the past 16 years.

Assigned to the short term outage at PGE Coal Power Generation. On all DZ

assignments ensuring that safe practices were being performed in all work

processes through current job hazard assessments and requirement from the

client. Actively developing, identifying and/or installing safety "best

practices". Stressed the job force followed DOE, DOT, OSHA, CO and Site

specific Regilations and policies. Attended daily plant safety meetings,

posted safety reports and turn over briefings. Interfacing with site

personnel, if an injury occurred, to ensure proper medical care as well as

the timely reporting, investigation, orientation for new hires and

necessary training, hot work and confined space permitting.

June 2011- Aug 2011 (Project) under the World Bank for Ceres Environmental

HS Manager Haiti

This assignment was for the process of clean up from the 2010 Earthquake.

Worked at the Port Au Prince landfill with an average of 200 trucks

delivering a day. The rubble from the earthquake was graded, picked clean,

transported and then crushed for reissuing to the Haiti government. Over

seen daily activates, completed inspections, training, ran new pipe lines

to various outlined areas.

(Creole/French) reports, meeting with the client and handled any

Emergencies, first aids and PHR (possible Human remains) Handled PR with

the local community, as well as communication with Haiti Police and UaN

officials.

The workforce being over 100 was 99% Haitian with the language being Creole

Maintaining accurate safety-related documents and records

Auditing tasks to ensure safe work practices are performed as well as

identifying opportunities to further improve safety / IH performance and/or

efficiency. Handled daily Safety briefings, heat stress (wet bulb set up)

sound surveys, daily safety walk through of work activity, 5 gas monitor

and assisted IH on calibrations. Attended afternoon meetings with

supervision to discuss work progress. Worked daily with both Rad Techs and

D&D workers. Performing other safety related duties as identified by the

Enforcement Program) under the US State Department CIVIPOL for DynCorp Int.

This assignment was for the stabilization of the Haitian government. Over

saw all HSE aspects of several job sites for up to 6 sub contractor

companies totaling over 140 workers. Completed 1 site with over 200,000 man

hours without a Dr Case / or lost time accident. The projects were civil

but everything was conducted under USACE standards. This project was

rebuilding Prison & 2 Police Stations ( concrete, roof, sewer drainage /

piping / plumbing, fresh water piping / plumbing, structure planning all

to city & state codes according to State Dept,& US standards) revamp of

the main Capital Prison. Various other duties included PR with neighboring

communities, Law Enforcement, Military, and City Officials.

Handled all safety requirements under OSHA and USACE guidelines, Hot Work &

Excavation permit writings and all safety aspects including first

responder, environmental economics or survey research

data management and analysis of biological, chemical and physical data of

work site areas. Also following policies, codes and procedures related to

the construction of over head protection systems. It covered from the grout

& concrete pours, curing time, temp requirements, installation of the steel
