EXPERIENCE

July 2012 – April 2013: Project Manager, North Carolina Vehicle Tax System (NCVTS): Served as Project Manager for a

$6.8M project with NCDOT and NCDOR to combine vehicle taxes and vehicle fees into one combined notice for all 100

counties in North Carolina.

• Conducted Weekly Status Report meetings with HB1779 Program Manager and Monthly Status Report meetings with the

NCDOT CIO

• Managed 20 project team personnel to plan, design, develop, test, and deploy NCVTS to all 100 counties

• Trained 302 county tax personnel from 100 counties

• Trained State Administrators for NCVTS

• Gathered requirements and implemented five web services to interface with the DMV STARS system, and four batch

interfaces with DMV STARS and the counties

• Completed 3 cycles of user acceptance testing with over 90% pass rate in all three cycles.

Management Office (PMO) Solution Team. Roles included Project Manager, Operations Lead, Deployment Team Lead,

Functional Resource, Business Analyst, Controller, and Deployment Team Resource.

• Clients included Transportation Security Administration (TSA) for the $55M TWIC Program (Phase I-Planning, Phase II-

Technology Evaluation, Phase III-Prototype) and General Services Administration (GSA).

• Received BearingPoint’s Grand Prize Innovation Award (Team Award) for efforts as Test Lead on TWIC Phase III

Prototype.

• As Team Lead for TWIC Florida Implementation Team, our deployed system helped identify 300 fraudulent cardholders at

Port of Miami.

• Received Silver Beacon Award (BearingPoint individual recognition award) for efforts on TWIC Program.

May 2002 – October 2002: Financial Advisor, Merrill Lynch: Managed investments of 20 clients and over $500,000 assets

under management in first month of production. Licensed for Series-7, Series-66, and Virginia Life/Health Insurance. Designed

and implemented investment plans according to client needs and risk tolerance, and explained and developed asset allocation

strategies based upon client needs.

January 1999 – January 2002: Marketing Manager, Corning Optical Fiber: Responsible for technical marketing initiatives

for Corning Optical Fiber in North America for CLEC / Utilities markets.

• Marketing efforts contributed to $200M in optical fiber revenue in 2000.

• Coordinated and conducted large customer / end-user forums each year for Corning.

March 1997 – December 1998: Manufacturing Facilitator, Corning Optical Fiber : Responsible for the startup of the first

Russian-American optical cabling joint venture (Samara Optical Cable Company or SOCC) in Samara, Russia.

• Earned ISO-9002 certification for SOCC in 1998.

• Conducted due diligence operations for Corning in Brazil and China as inputs for the company’s international investment

decisions.

March 1997 - September 2001: Officer, United States Army Reserves : Served in the US Army Reserves as a Company

Executive Officer (XO) in the 98th Engineer TRADOC Division, and also served in the Individual Ready Reserves (IRR) before

Honorable Discharge on September 1, 2001.

May 1993 – February 1997: Officer, United States Army: Served as a cavalry squadron platoon leader, logistics officer, and

company commander, managing equipment valued in excess of $2.5 billion.

• Served as Rear Detachment Commander during Operation Joint Endeavor, overseeing 70 core unit soldiers and helping over

300 family members during the deployment.

• As Brigade Logistics Officer for the 1st Armored Division’s Aviation Brigade, developed ammunition and load plans for

Operation Joint Endeavor (Bosnia) in 1995
