Overview

Senior engineer and business development account manager for corporate
business development at DCS headquarters, Alexandria, VA.
As a business development account manager, primary focus was on business
opportunities at Naval Sea Systems Command, East Coast Space and Naval
Warfare Systems Command (SPAWAR) field sites, and the associated Program
Executive Offices and program offices. Responsibilities included generating
a yearly business development plan in compliance with corporate strategic
plan goals; representing DCS at industry events; meeting with other company
managers, directors and officers to build teams to pursue new
opportunities; meeting with potential government customers to introduce
them to DCS capabilities; maintaining a complete database of business
opportunities, their status, value to DCS, team members, and ultimate
outcome, from which performance metrics were derived; participating in
proposal writing teams; and conducting continual research into upcoming
business opportunities.
As a senior engineer, under contract to PEO C4I, Carrier Integration
Program Office (PMW 750), supported the program management, engineering and
acquisition of 29 C4I systems for Future Carriers (CVN 78 and follow).
Specifically, supported the integration of these C4I systems on the
carriers, reporting to the Integration Program Manager Liaison Officer in
Washington. This work involved research in funding options for various
systems, review of system cost documentation and issues, drafting of point
papers describing the tactical uses and need for systems, membership in
various Integrated Product Teams, and continuous liaison between PEO C4I
and PEO Carriers, Future Aircraft Carrier Program Office (PMS 378).
Earlier, provided similar support for the Navigation Sensor System
Interface (NAVSSI) program at the PEO C4I Navigation Systems Program Office
(PMW 156 and predecessors, now merged with the Communications Systems
Program Office [PMW 170]). In this capacity, supported all program office
functions and responsibilities related to the integration of NAVSSI on
aircraft carriers. For example, generated NAVSSI Equipment Unit Cost
Estimates and Obligation Phasing Plans (NAVSEA Form 7300), and System
Parametric Data tables, for NAVSSI integration on all aircraft carriers,
both new construction and in-service. Generated and presented numerous
NAVSSI briefings including Participating Manager (PARM) briefings, Initial
and Final Combat System Readiness Review (ICRR, FCRR) briefings, Ship Class
Coordination Planning Group (CPG) briefings, and Combat System Engineer
Review (CSER) briefings. Reviewed Shipalts, Casualty Reports (CASREPs),
Ship Project Directives (SPDs), and ship Inspection and Survey (INSURV)
reports for NAVSSI impact, and drafted responses/proposed resolutions.
When SPAWAR Headquarters moved from Washington to San Diego in 1997, opened
the ship/submarine department of DCS' new San Diego office. In addition to
supporting PMW 156 in San Diego, led the company's business development
efforts for the West Coast until moving back to DCS headquarters in 2004.
Managed several proposals and wrote technical articles. Awarded a SPAWAR
Team Excellence award in February 2003 and a DCS Bonus Incentive Award in
November 2004.
3/94 - 9/94 Adroit Systems Inc.
Lead Technical Representative, in charge of marketing a new concept, GPS
based attitude-determining system. Conducted technical presentations and
system demonstrations in the US and Europe. Formed an alliance with a large
US-based manufacturer for inclusion of this system's software in one of the
manufacturer's navigation products.
9/84 - 3/94 AlliedSignal Inc. (now L-3 Communications), Ocean Systems
Staff Engineer, managed sonar and sonobuoy operations analyses in the
Washington area. As member of the design team, analyzed next generation,
low frequency helicopter sonar performance and tactics, and developed
specifications. Conducted and published company studies on acoustics.
Washington point-of-contact with U.S. Navy and foreign navy representatives
for sonar and mine warfare systems. Managed Ocean Systems' export license
application processing for the Arlington, VA, field office, acting as
Department of State, Defense Security Cooperation Agency, and Office of
Defense Cooperation (Rome, Italy) liaison for Ocean Systems Headquarters,
Sylmar, CA. Worked extensively with the International Traffic in Arms
Regulations (ITAR), including advising company officers on required
reporting for export approval. Collateral duty as Facility Security
Officer for AlliedSignal's Arlington field office; conducted security
training, inspections, and document control, transfer and destruction.
8/81 - 9/84 Rockwell International, Autonetics Marine Systems Division
Member Technical Staff, conducted Navy combat system operability and design
tasks. Developed combat system requirements in NAVSEA's Ship Systems
Engineering Standards program. Principal engineer in a subcontract for the
design of the combat system of a class of frigates for a foreign navy.
Conducted human factors analysis for the combat system on USS LOS ANGELES
class attack submarines.
8/72 - 7/81 Center for Naval Analyses
Professional Staff Member, CNA representative in a Navy Sixth Fleet Staff
(Mediterranean Sea) from 1978 to 1980. Directed data collection and ASW
analysis of U.S. Navy Sixth Fleet and NATO exercises. Data collectors and
analysts under my direction included both U.S. and foreign Navy
participants. Analyzed and documented significant, real world ASW activity
in the Mediterranean. While at headquarters, participated in sea-based air,
tactical nuclear weapon, and ASW studies and campaign analyses. Published
numerous technical papers.
7/70 - 7/95 U.S. Navy and Naval Reserves
Progressed from Ensign to Commander holding positions of increasing
responsibility including Executive Officer and Liaison Officer in Naval
Reserve units (second in command in Office of the Chief of Naval Operations
and Research Reserve programs, directing about 30 officers and enlisted
men; department head in Naval Control of Shipping units; and liaison duties
in six foreign nations). As a member of a Naval Control of Shipping
Liaison Officer unit, taught pre-deployment, introductory level Italian,
French and German to unit members. While on active duty, was selected as
Surface Warfare Officer; Damage Control Assistant (Division Officer);
