Background: Most recently I served as project manager for Johnson Controls Inc., at Fort Hood, in Kileen, Texas. This was an approximately 18 month long project that consisted of installing uninterrupted power supplies, UPS, systems and relocation of the existing telecommunications network nodes into locking cabinets.
Prior to this project I was employed as a field inspector, at Allston substation, for BPA’s (Bonneville Power), seismic upgrade program. This project consisted of seismic upgrades to an existing power substation building to maintain operation in the advent of earthquake.
BPA also employed me, prior to the seismic upgrade program, to provide inspection oversight on a fiber optic cable installation along one of their transmission line right of ways.
For 32 years I worked for Mosler Inc., starting as an installation/service technician and ending as an Electronic Security System Specialist. As an Electronic Security System Specialist I was responsible for marketing and application engineering of major security system installation throughout the western United States. Mosler filed for bankruptcy in 2002 after which I began my career in consulting.
As a consultant I was offered a contract with Johnson Controls, Inc. to participate in the design phase of the homeland security upgrades for the Columbia River dams, Bonneville, The Dalles, and John Day. After the design phase was completed I was asked to stay on as the project manager for the Bonneville Dam installation. I attended and completed the U.S. Army Corps of Engineers “Construction Quality Management for Contractors” course prior to commencement of work. My management duties also included QA/QC as well as responsibility for safety and environmental compliance on the project.
These projects included:
• New light poles and upgrades to existing lighting
• Camera towers and camera installation
• Vehicle barriers
• Fencing
• Door upgrades
• Control room hardening
• Alarm/Card Access installation
• Installation of a new fiber optic communication infrastructure and power distribution system
• Civil Work
During this project I was managing up to 6 different subcontractors insuring their compliance with; project safety, contract documents, project schedule and maintenance of redline drawings. In addition it was my responsibility to generate RFI’s addressing discrepancies in contract documents, provide daily reports, provide weekly work schedules and attend weekly coordination meetings with the Army Corps of Engineers and other contractors working on the site.
Based upon my success with Bonneville, I was later assigned responsibility for completion of The Dalles and John Day projects upon the departure of their project managers. All three project were running concurrently prior to completion and acceptance.
After these projects I provided management services for similar work at Fort Greely, in Alaska, for protection of multiple missile fields as part of the United States anti-missile defense system and at later at Port Mugu Naval air Warfare center in California. Both of these projects required a secret security clearance. The Fort Greely work was for Johnson Controls, Inc. through Adecco.
My skill sets include:
• Understanding construction contract documents, drawings, specifications, bills of materials, etc.
• Ability to work with project stakeholders to achieve a common goal
• Ability to work with subcontractors
• Necessary skills to communicate effectively both orally and in writing
• Ability to deal with and document deficiencies in subcontractor work
• Use of the RFI process to obtain clarification from the owner or owners representative
2002-Present Independent Security Consultant
Consulting Projects:
Project Manager: Naval Air Station, Point Mugu, CA - 3M+ Project
This installation included a very large CCTV installation (100+ cameras), Hirsch Card Access, DMP based alarm system, doors and door hardware.

Assistant Project Manager & QA/QC Manager: Ft. Greely, AK - 13M Project
Installation of multiple projects at the Alaska Missile Defense System (anti ballistic missile defense shield) complex. Equipment included, Software House electronic security equipment and card access, closed circuit television, lighting upgrades, fencing, fence protection systems, (both taut wire and acoustic, with microwave and IR arrays protecting gates), fiber optic signal transmission system and civil work.
This was a high security working environment, remote location, and extreme weather.

Homeland Security project: Systems included, Software House electronic security equipment and card access, closed circuit television, TV tower installation, extensive exterior lighting installation, vehicle barrier systems, fencing, fence protection systems, (acoustic, with microwave and IR protection on gates), door replacement, fiber optic transmission system and civil work.
