Provide consulting, development, and technical training services on
SharePoint technologies (2007, 2010 and 2013). Experience includes
deployment planning, architecture, installation, maintenance, application
development and integration, deploying search functionality, list and
document management, permissions and security, integration with Microsoft
Office, custom workflows, and site collection administration.
Development experience encompasses deploying solutions using SharePoint

Served as the CIO for A-T Solutions, a government contractor of 350+
employees located in Fredericksburg, VA. Duties included planning,
coordinating and implementing infrastructure related hardware and software
solutions for A-T Solutions. Served as the architect of the network and
supervised the efforts of support staff to provide Wide Area Network and
computer help-desk support for all corporate offices. As the senior
manager of the Information Systems Department he was responsible for
maintaining and troubleshooting client/server hardware and software,
planning and implementing hardware installations and software rollouts,
coordinating efforts with subcontractors and other off-site personnel, and
recommending infrastructure improvements to the CEO. Also served as the
Information System Security Manager (ISSM) responsible for developing and
maintaining the corporate program in support of Defense Security Service
(DSS) accredited classified security systems. Managed an annual budget of
over $1M to accomplish these tasks, and his contributions enabled A-T
Solutions to be selected as one of Inc. Magazines 500 fastest-growing

Procurement Manager, CMPV (2004 - 2005)
Served as the Procurement Manager for the Battelle Consequence Management
Prime Vendor (CMPV) program. Successfully managed the procurement of
Chemical, Biological, Radiological, Nuclear, and High Yield Explosive
(CBRNE) equipment for more than 35 delivery order contracts worth
approximately $50M. Directed CMPV procurement staff members with daily
procurement activities, and coordinated with the finance department to
develop and submit proposals and manage project funding. As a manager,
interviewed potential staff candidates, developed project staffing plans,
and provided staff counseling as necessary. Directed sub-contractors in
support of client procurement activities, and directed CMPV staff members
in the successful execution of procurements to ensure client deliveries
were effectively coordinated.
Logistics Manager, CMPV (2003 - 2004)
As the Logistics Manager, he met with clients to develop CBRNE equipment
requirements and productive strategies for addressing customer needs;
created proposals, drafted statements of work, technical approaches, labor
basis of estimates, and developed customer equipment lists. Supervised and
managed the CMPV logistics staff, assigned projects, developed and
communicated logistics plans and schedules, and reported to senior
management on program activities. Served as a core team member for a large
scale Battelle-wide process re-engineering effort that was undertaken to
analyze procurement methods and develop process improvement. Developed the
requirements for the final solution which entailed employing PeopleSoft as
an e-commerce procurement system for supply chain management. Was
instrumental in redesigning the logistics processes, developing a staffing
plan to fill new positions, orchestrated the transition plan with current
staff members, and created numerous process flow charts to easily identify
roles and responsibilities.
Deputy Logistics Manager / Senior Logistician (2000 - 2003)
Supported over twenty acquisition and equipment delivery projects for
various Battelle Department of Defense customers. Planned and coordinated
the delivery of approximately $20M of CBRNE equipment to multiple locations
worldwide (CONUS and OCONUS). Coordinated sub-contractor and project staff
efforts to ensure that project goals were met. Provided onsite logistics
support for Civil Support Team (CST) training at Fort Leonard Wood,
Missouri. Planned, designed and implemented the CMPV procurement database
system including standardized status reports to provide estimated real-time
project balances to customers. He instructed staff members on the use of
the system, and the process for review and distribution of delivery status
and account balance reports to customers. Assessed, documented and
recommended process improvements to management that enabled CMPV to
implement cost-effective methods for acquisition. Assisted the CMPV
Logistics Manager in directing and controlling the activities of offsite
logistics staff assigned to client locations.
Database System Developer / Network Support Coordinator (1998 - 2000)
Supervised, planned and developed the Equipment Surveillance and Repair
System (ESARS) for the U.S. Marine Corps, a multi-user distributed
application designed to track Nuclear, Biological and Chemical Defense gas
mask equipment. During this one year effort, served as the project lead
developer and directed a team of programmers. Duties included assigning
development tasks and tracking project hours to ensure the team delivered a
cost-effective system on schedule and within budget.
Also served as primary LAN and PC support for several off-site offices as a
Network Engineer. Duties included maintaining server and client software,
troubleshooting network server and client workstation problems,
recommending system configuration modifications to management, and planning
and implementing hardware installations and software rollouts, often as
coordinated efforts with other off-site technicians.
Battelle Pacific Northwest National Laboratory
1994 - 1998
Planned, developed, and implemented the Electronic Funding and
Administration System (EFAS), an integrated financial system for the
Department of Energy's Office of Budget and Administration. During this
two year project he served as the primary client interface, project
manager, and lead developer for a team of dispersed programmers and
technical specialists located across the United States.
Designed and developed databases and reports for management cost analysis
review. Installed and implemented Netware file servers and configured
associated workstation client software. Maintained office systems, both
communication and e-mail; and served as PC troubleshooting technician for
Battelle Germantown and Office of Oversight contractors. Developed
applications and reports to assist the DOE's Office of Oversight in
maintaining records for the Technical Qualification Program.
Installed and managed multiple Windows NT 4.0 servers for an office of 25
employees. Configured routers, printers, TCP/IP addresses, DHCP services;
file server shares and user and group accounts, and implemented backup
strategies using Seagate Backup Exec. Installed and implemented NetWare
file servers and an Ethernet network consisting of Pentium workstations, HP
LaserJet and Tektronix color printers, network hardware components
including switches, file servers, UPS systems, NICs and tape drives.

Worked as a contractor with Martin Marietta Corporation in Orlando,
FL. Responsibilities included assisting Finance Analysts with the
weekly reporting of project costs. Developed several database tools
to expedite the budget tracking and reporting process.
U.S. Navy
1984 - 1988
Stationed aboard the USS MEMPHIS (SSN-691) nuclear powered submarine.
Responsibilities included maintaining safe navigation, preparing the vessel
for sailing, and conducting underway operations. As an E-5, served as
division Leading Petty Officer of Quartermaster division for a period of
two years, and also served as division Repair Parts Petty Officer (RPPO)
with responsibility for ordering and maintaining supply inventory as
necessary to meet the ship's 24-hour readiness commitment. Qualified for
Enlisted Submarine Dolphins, which required a thorough knowledge of the
submarine.
