project controls. He has supported a variety of large-scale, multi-
disciplinary infrastructure and construction projects, ensuring that
their management teams have the detailed information they need to
ensure that their projects remain on-time and on-budget. Sital also

1/07 - 9/08.
DFW Connector, Dallas, TX. Provided scheduling support for the design
schedule, PB is providing the Design Proposal as part of the Northgate
Constructors team of Kiewit/Zachary/PB Americas Inc and ICA. The Fort
Worth District is currently planning improvements for the SH 114/SH
121 corridors located north of Dallas/Fort Worth International Airport
in Tarrant and Dallas Counties. The limits of the study involve SH 114
from BS 114L to International Parkway and SH 121 from SH 360 to the SH
121 Bypass near Lewisville. Improvements for the freeway interchanges,
freeway ramps, and local street intersections with frontage roads
throughout the corridors are also being planned. Total length of the
improvements is 16.5 miles plus 92 Bridges.
San Francisco-Oakland Bay Bridge, East Span, San Francisco,
California: provided scheduling support. PB is providing preliminary
engineering/environmental technical studies, preparation of
environmental document, preparation of civil plans, specifications,
and estimates (PS&E), and engineering support during construction to
the California Department of Transportation (Caltrans) to replace the
eastern span of the San Francisco-Oakland Bay Bridge in San Francisco
and Alameda Counties. With nearly 300,000 vehicles per day, the
bridge is the busiest vehicular crossing in the world and, with each
passing day, there is an increasing probability of a major seismic
event in the Bay Area. These circumstances highlight the need to
replace the east span of the bridge to reduce the exposure and risk to
the traveling public. Project features include development of a
secure project management web site to keep the client and the project
team informed of project status; a draft environmental document
completed on an accelerated schedule; and skillful interagency
coordination to keep a project of this magnitude and complexity on
schedule. Specific challenges addressed by PB included developing
staged construction and traffic maintenance plans; coordinating
structural and alignment requirements; coordinating with more than 25
federal, state, and local agencies; and an extensive public
involvement program. This high-profile $1.5 billion project is set on
a fast-track schedule beginning with the environmental studies and
ending with the opening of a new landmark bridge to traffic. Sital
provided scheduling support to the Civil Works Project Management Team
for the California Train and for Caltrain's Civil Caltrop BL10 Project
and its 4-D configuration, including showing the Primavera scheduling
activities at the proper areas.
Houston Intercontinental Airport, Houston, TX. 1/03-6/03
Scheduling Manager PB Team
Outlined and developed the Master Plan and baseline Schedule for the
$450M Airport Upgrade Program included Federal Inspection Services
Facility, Automated People Mover, Elevated Parking Facilities, and
interfaced with related sub-projects/ contractors. Responsibilities
include the monthly reporting and Program progress status analysis.
Direct a support Primavera P3 team to produce an integrated Program
cost-schedule database. Direct actions for contractor delay claims
prevention, analysis and mitigation. Reviewed contract bids, change
orders and soft-cost forecasts.

* San Jose International Airport, San Jose, California: 6/01 - 12/01
provided scheduling support to the PB team for all project construction
schedule activities. PB is providing program management services for
the implementation of the airside component of the airport's master
plan. To date, PB has helped bring several of the airport's facilities
to fruition, including the expansion of two major runways and
completion of the 77,000-square-foot (7,143-square-meter) Federal
Inspection Services facility. The firm has also provided program
management services on roadwork to streamline vehicular traffic in and
around the airport, which serves Silicon Valley, America's high tech
capital. Sital's responsibilities as Project Lead Scheduler included
the scheduling on the Runway expansion and the Airport Vault Lighting
projects with detailed schedules. Sital generated detailed reports for
the monthly progress analysis; analyzed the contractor's weekly
detailed work schedule sequences for manpower and cost-schedule
projections; and assisted in the development, implementation and
monitoring of policies and procedures of contract specifications
relating to project scheduling. 28713
* San Diego County Water Authority (SDCWA) Construction Management and
Inspection Services, San Diego, California: Project Control Engineer
(PB) responsible for checking the contractor's project updates and the
narrative of project changes, and for performing time impact and change
order analysis. PB is providing construction management and inspection
services for a project to provide a pump station, surge control
facility and new large diameter pipelines as part of the SDCWA
Emergency Storage Project. The completed works will provide San Diego
County with an improved and expanded emergency delivery system during
any disruption in the Authority's existing supply system. As the
construction manager for the project, PB is responsible for
coordinating various construction contracts and ensuring that the work
is performed on time in accordance with the SDCWA's quality standards.
Sital's responsibilities include reviewing and analyzing the baseline
schedule, which is still not complete. He attends project meetings at
the site, where he reports on the progress of work against the schedule
of values, contractor submittals and approvals, and other discrepancies
observed in the schedule. He reviews the contractor's narrative report
for management of site work, material and equipment deliveries and
other tasks associated with the efficient performance of work required
to complete the project on time and budget. 71144
* Mission College Program and Construction Management, Los Angeles,
California: Project Control Engineer. PB program and construction
management services for the $111 million expansion of the Mission
Community College campus, including scheduling support and master
planning. The project involves the new construction of a major
classroom building, parking facilities, acquisition of land and
construction of a culinary arts teaching facility on a 23-acre (9.3-
hectare) site. Services provided included scheduling, estimating, value
engineering, document control, selection of design professionals and
community outreach. PB played a key role in the development of the
District program and standards. Sital's responsibilities as Project
Control Engineer included scheduling support to the project manager for
master schedule layouts. 70860
Tunnels (PB)
* Bay Area Rapid Transit (BART) TransBay Tube Seismic Retrofit, San
Francisco, California: responsible for analyzing and updating the
project design schedule and running scenario schedules to evaluate the
efficiency of proposed changes. PB is providing architectural and
engineering services for the BART San Francisco Transition Structure
(SFTS). The SFTS provides ventilation to the Trans-Bay Tube (TBT) and
the bored tunnels west of the Tube. Designed to survive in the
earthquake-prone Bay Area, the SFTS is connected to the TBT and other
tunnels by two seismic joints, each incorporating six degrees of
freedom. Sital's duties also include cost loading and manpower loading
of hourly schedules for tunnel configurations, as directed by the
Project Manager. 13252
Rail and Transit (PB)
* California High Speed Rail (CAHSR) Program Management, California:
provided scheduling services for the preparation of a combined Tier 1-
Program environmental impact report (EIR)/ environmental impact
statement (EIS) studying the implementation of a statewide high-speed
passenger train system offering intercity service. 13259
* Honolulu High Capacity Transit Corridor, Honolulu, Hawaii: provided
preliminary project scheduling for an alternatives analysis (AA) and
draft environmental impact statement (DEIS) of a 23-mile (37-kilometer)
corridor from the University of Hawaii - Manoa to Kapolei. The study
resulted in a locally preferred alternative (LPA) and request to the
Federal Transit Administration (FTA) to proceed to the preliminary
engineering / final environmental impact statement (FEIS) phase. The
disciplines involved in the study included transportation planning,
environmental analysis, engineering review, financial options,
technology assessment, public involvement and project management.

Los Angeles United School District Facilities Management, Phase 1, Los
Angeles, California: Project Manager responsible for the cost-schedule
control database and the project's cost accounting spreadsheets. Sital
coordinated with the local school district managers and directors to
establish and maintain a coding structure for project control tools and
quality data accountability for the resourced schedules. He evaluated
and rated the performance of project control specialists and local
district project control personnel. The overall project involves an
analysis of existing programs as well as logistics, planning and
development of recommendations for improvements for the modernization of

* VTA Project, Mountain View, California: 8/00 - 3/01. Provided all
detailed reports, updated schedules, monitored the contractor's monthly
pay requests and supported the resident engineer for all scheduling,
change order and submittal schedules for this $35 million project.
* Clements High Security Prison Unit, Amarillo, Texas: 12/98 - 2/00
prepared the schedule of values report, and was responsible for project
mentoring and compliance, claims, insurance reports, change order
management and other related activities as required by the Texas
Department of Criminal Justice for this 776-cell facility. The overall
construction value of this project was $45 million.
