SR. Electrical Construction Engineer-Field, Parsons (IMPC) 2007 – 2011
Assigned to O.C.S.D. (Orange County Sanitation District) as Electrical, Instrumentation, Building,
and Site Inspection.
Providing oversight and inspection services for the Districts 2.2 Billion Capital Improvements. Projects
included:
*Plant 1 & 2 Primary Head Works coordinating shut-downs requiring the interfacing between multiple
contractors and the district, writing and implementing the shutdown procedures. Maintaining records of
test preformed to insure compliance at start up and for records documentation.
*P-102 Activated Sludge, Trickling Filters; project required site inspection of several miles of pipe,
conduit, cathodic protection and the isolation of building systems from the pipeline. Control system
included both fiber and copper between multiple outlying control buildings for local basins and pump
stations tying together existing plant process controls to be remotely controlled and monitored. This
increased the plant’s output by 70 MGD a day to meet the demands by the GWRS S ystem of Orange
County Water District.
*P1-97 66 KV to 12 KV Substation Installations; project was a modernization of the dual feeds to the
plant’s main 1200a 12KVswitchgear. Oversight of rewiring and reworking the switchgear with electronic
controls. Sole responsibility for writing shutdown procedures and assuring compliance of all contractors
for safety and maintaining production of the plant at all time. F actory inspection of switchgear to verify the
refurbished gear was ready for installation. Inspection of ground grid with Cadweld terminations.
*Anderson Lift Station; project included installation of primary pumping facilities for 50MGD, cathodic
protection for multiple pipelines and structures. Installation of controls and monitoring for pumps fee ding
the main intake of the plant. Responsible for startup and commissioning of lift station.
*FE07 Building modifications; refurbishing and upgrade of electrical and computer systems for
business office of O.C.S.D assuring compliance with current building code.
2004 – 2007
SR. Electrical Construction Engineer-Field, MWHGlobal
Assigned to O.C.W .D. (Orange County Water District) as Lead Electrical, Instrumentation, Building
Inspector for district 500 Million GWRS Project.
Provided project oversight and inspection services for the O.C.W.D. Ground Water Replenishment
System including 30 mile pipeline to settling basins in Anaheim and 18 water table injection wells. As
assistant to the project resident engineer (RE), I provided solution based problem resolution, coordination
within the inspections staff and contractors. Power distribution for 8 new buildings that included 120MGD
pump systems. Duties included, Process Extra-Work Change Directives, Issue advisory notices, Issue
and Track Non-Compliance, Create and Track Punch Lists, maintain Test and Photo Logs. Implement a
QA / QC Program, and insure day to day Conformance to Contract Documents, Monitor inspection daily
reports, Maintain As-Build Drawings, Review and Answer RFIs, Submittals, FCOs and Author Change
Orders, Startup / Commissioning. This contract was successfully completed on time.
Senior Engineering Facilities Electrician, Carsound Exhaust Systems, Inc. 1998 - 2003
Design and build project for Carsound Exhaust a muffler manufacturing production facility.
Provided layout, drawing review, motor control and telemetry systems, HVAC systems, lighting systems,
pneumatic systems, plumbing systems, hydraulics, and emergency backup to support the manufacturing
systems. Design and install machines automating the assembly of muffler units.
Senior Electrician/Foreman, J.Thompson Electric, Inc . 1996 - 1998
Installation of cell tower support buildings for Quest, Verizon and other communication providers
throughout Southern California.
Included multiple backup systems for power including battery UPS supported by generator sets, fire
suppression systems. Installed communication systems both fiber and copper to tie in to local utilities.
Projects also included many local commercial works, basic lighting and receptacles and services.
Installed electrical and communication system for Cal State Dominguez Hills Bicycle Velodrome. Installed
the electrical and communication system for athletic locker room at Cal State Fullerton.
Journeyman Electrician/Superintendent, Sunwest Electric,Inc 1989 - 1995
Blueprint reading, job layout, commercial and industrial wiring, both 220 & 480 systems, emergency
backup systems specialty systems, all lighting systems and data communications. Job required e xcellent
employee and customer relations skills and well as having detail knowledge current electrical and building
codes. Home Depot remodeling team lead coordinator for two years interfacing with management and
contractors to insure efficient overnight remodels.
Field Supervisor/Partner, JDJ Contracting 1983 - 1988
Arizona underground utilities company including fire hydrate closed loop systems, storm drain, sewers,
water mains, cast in place and precast manholes, heavy equipment operations, str eet improvements and
paving, sidewalks, gutters and large scale landscaping projects. Projects in cluded 32nd Street storm drain
improvements for City Phoenix, 3 municipal parks for the City of Phoenix, 2 golf courses, and school
expansions for City of Sunnyslope School District and storm drain modifications for Arizona State
