Lead engineer for the Network Centric Collaborative Targeting (NCCT) Fusion Engine (NFE). Initiated and assigned statistical analysis projects to evaluate NFE performance that resulted in sound recommendations for follow-on incorporation. Lead weekly teleconferences with program managers, division leads, and sub-contractors to track enhancement progress of system software initiatives. Developed and briefed our customers, primarily Air Force and Navy, and their contractor support teams on current efforts and status. Evaluated, participating collection platforms data to assess impact on target location and association. Clearance level held: TS/SCI

Threat Systems Analyst

September 2004 to September 2008

L-3 Communications, Aviation Maritime Division - Suffolk, VA

Directly supported Commander, Joint Forces Command J7 in the enhancement of Navy and Air Force training ranges with Opposing Forces (OPFOR) threat systems for enhanced joint training. Along with service training representatives we evaluated OPFOR shortfalls for joint training on both CONUS and overseas ranges. Commander, Naval Forces Central Command - Norfolk Naval Station, VA

Directed naval collection forces on Electronic Intelligence (ELINT) priorities and reporting responsibilities, supported the development of Operational Plans (OPLAN`s), and represent Commander Fifth Fleet (C5F) in all surface EW system initiatives. Wrote and maintained the C5F IO doctrine. Actively involved in the development of deception plans, Psychological efforts and rewards for justice. Directly supervised 20+ personnel.

Commander, Carrier Group Four - Norfolk Naval Station, VA

Information Operations Specialist

February 1998 to March 2000

Fleet Information Warfare Center (FIWC) - Norfolk Amphibious Base, VA

IO staff augmenter assigned to Commander, Cruiser Destroyer Group Twelve (CCDG12). While assigned I served to support CCDG12 during the USS Enterprise Battle Group workup and certification cycle and follow-on deployment. During the deployment I assisted in the planning and execution of operation Desert Fox and operations associated with Bosnia. While deployed I served as an IO Watch Officer. Upon return to FIWC I assumed duties as the department leading chief petty officer responsible for the training and supervising of 25+ personnel.

January 1995 to January 1998

USS Kidd (DDG-993) - Norfolk, VA

Overall responsibilities consisted of the maintenance and operation of the AN/SLQ-32 and its associated equipment. One of the first ships to deploy with a Specific Emitter Identification (SEI) system. Managed and supervised 6 personnel. Other duties included assistant security manager where I was responsible for the physical and personnel security requirements ship wide, 300+ personnel. All security certifications resulted in an exceptional scoring.
