Mr. Schaeffer is a co-founder of X.Systems, Inc. and a senior information architect. Gilbane Group Senior Analyst, XML and Content Management

2009-2011

For the State of Massachusetts, Mr. Schaeffer participated in the analysis and redesign of the state's web strategy and workflow.

For CFA Institute, Mr. Schaeffer acted as lead analyst for a comprehensive analysis of the organization's current curriculum publishing workflow and the successful redesign of the environment to bring key functions in-house. The project included both technology analysis and recommendations and a detailed analysis of risk and organizational impact leading to a phased implementation approach designed to minimize risk to the critical curriculum information processes.

X.Systems, Inc. XSI President and Chief Architect 1991-2008

For the Congressional Research Service, Mr. Schaeffer led a comprehensive review and redesign of the CRS authoring and publishing environment, covering the service's 500 analysts and multiple information products designed to support the needs of the U. S. Congress. At the base of this effort was the realization by CRS that their current, Word Perfect based processes could not keep pace with the growing congressional needs for integrated information sources and must be redesigned on a XML foundation. The project completed in late 2005 and CRS is currently embarked on implementing the proposed XML-based architectures and processes.

For the U. S. Office of Management and Budget, Mr. Schaeffer managed the development of XML publishing environment for Citizens Guide and Appendix sections of the Federal budget. The system was based on conversion of agency input to XML, review and finalization by OMB staff and contractors, and publication to President and nation, in paper and web version, on an extremely tight turnaround. The system was installed in fall of 2001 and successfully supported the 2003 budget cycle in February 2002. The firm was later retained to study the entire budget publication process and recommend an enhancement plan compatible with the unique constraints and resources of the OMB environment. This plan was delivered in 2006 and became the basis for OMB planning and implementation of budget improvements.

For the U.S. Social Security Administration, Mr. Schaeffer managed development of XML-based training reference project, based on software tools from X.Systems, Arbortext, Software AG. The system is the pilot for full conversion of 250,000 pages of training reference material from Word to XML. The pilot was designed to highlight challenges across information life cycle from legacy data conversion, through management and revision cycles to multimedia publishing via SSA THINQ Learning Management System. The primary challenge addressed by the project was development of a native XML authoring approach and technology acceptable to the agency's authors.

For the Army Publications Directorate, As Project Manager for Grumman Data Systems, Mr. Schaeffer led development of a revolutionary SGML-based workflow and publication environment for Army administrative publications. This effort ultimately led to award of Army-GPO Program 400-S saving the government more than $26mil per year and significantly increasing the accuracy and currency of Army publications.

For the Executive Office of the President: Mr. Schaeffer led development and implementation of an XML-based workflow and production environment for the White House and EOP organization directory system. The new system was integrated with existing EOP computer systems, allowing leverage of existing technology and procedures for EOP staff while bring the entire process into a fully XML-based production environment.

For the Florida State Senate, Mr. Schaeffer developed the "content-based" automation concept architecture used by the legislature as the basis for complete process and automation redesign of the Senate's information systems including development of strategies for bringing member and staff into a unified XML authoring environment. He assembled and led team in development of target XML architecture; presented architecture to state organizations in support of the project; presented, on behalf of legislature, architectural concept and project status at National Conference of State Legislatures conference in 2006.

For the Oklahoma Secretary of State, Mr. Schaeffer managed the design and development of XML-based system for management, revision and publication of Administrative Code and Registers in paper, CD and web outputs. The system was designed to meet specific statutory requirements, complex content structures and requirements and tight revision and publication schedules. The system used software from XSI, Arbortext and Lotus Domino. The major component of the project focused on development of authoring approaches to bring agency staff to native XML authoring.

For the Texas Secretary of State, Mr. Schaeffer managed project for design and development of SGML-based publishing system for Texas Administrative Code and Register. The system required it to be integrated with legacy processes and software to enhance productivity without requirement for extensive rework of legacy systems. The system was installed in 1994 and has been continuously upgraded as needs evolved.

For Pratt & Whitney Canada, Mr. Schaeffer conceived and designed a pioneering approach to variant management in complex technical documentation. This approach became the foundation of his firm's development of variant management software tool for SGML and XML content, used by multiple firms in aerospace and other industry segments.

For Boeing Space and Defense, Mr. Schaeffer designed the industry's first comprehensive link management tool. The resulting software tool has been in use by multiple firms and organizations, the most recent the U. S. Internal Revenue Service for its key user Publication 17.

For The Bureau of National Affairs, Inc., Mr. Schaeffer provided high level management consulting and design support for major publisher's effort to create a fully SGML-based publishing environment for its 1000 authors and 200 information products. The project began in late 1992 and has continued with successive enhancements to present. Mr. Schaeffer has managed overall relationship from start to its current state. The major challenge for the project and for Mr. Schaeffer's role was development of a native SGML authoring system acceptable to BNA's professional authors, many of whom had no experience with sophisticated computer software.

For USNews & World Report (Publishers Services Division): Mr. Schaeffer led a technical team in the design and implementation of a service provider to the magazine industry. Mr. Schaeffer worked with the parent company's ATEX publishing system, designing, working with vendors and configuring local workstation computers capable of creating and submitting copy to the ATEX system for layout and rendering.

For World Book Publishing: Mr. Schaeffer created the architecture led a team to develop and implement an SGML-based content management and workflow system for the electronic version of the World Book Encyclopedia product line. The architecture was based on X.Systems' GEM content management system integrated with a commercial workflow management system and interfaced to the World Book XML authoring and web based publishing systems. The content repository was transformed to XML in 2004 and in 2007, after nearly six years of successful operation, was upgraded to GEMt, X.Systems' native XML CMS based on Tamino from Software AG.
