SHENANDOAH COUNTY DEPARTMENT OF PARKS AND RECREATION, KEISTER TRACT MAS-
TER PLAN, EDINBURG, VA: Project Manager. EDAW completed a master plan for the Keister Tract,
a 150-acre property on the North Fork of the Shenandoah River and recently donated to Shenandoah
County as a new county park. The master plan included camping, boating and other recreational facilities
relating to the river, as well as interpretive facilities to convert the site to a contributing element of the
National Park Services Shenandoah Valley Battlefield Park.
THE US MARINE CORPS UNIVERSITY CAMPUS MASTER PLAN AND DESIGN GUIDELINES,
VA: Planner. The Marine Corps University was founded in 1989 to develop the leadership, warfighting,
and staff operations skills of Marines and other leaders. Located on the Potomac River, the master plan
uses the natural beauty to enhance the design through creating directed views, applying sustainable design
strategies, and limiting vehicular access to the majority of the new campus. The master plan builds upon
a few historic buildings in addition to the river setting to capture and create dynamic open spaces as well
as establishing new academic neighborhoods, achieving more architectural harmony, and providing bet-
ter vehicular and pedestrian circulation. Design Guidelines ensure new construction harmony as well as
provide sample site design projects for select open spaces including preliminary cost estimates.
ARCADIA LAND COMPANY, BRYNE EYRE DEVELOPMENT MASTER PLAN, BERKS COUNTY, PA:
Planner. EDAW prepared a development master plan and design guidelines for New Morgan, resulting
in the creation of a mixed-use new town on the site of an existing ore mine. The plan combines neo-
traditional planning principles and brown field reclamation strategies to provide necessary facilities and
amenities for residential, commercial, and recreational uses.
THE ASSOCIATION FOR THE PRESERVATION OF HISTORIC CONGRESSIONAL CEMETERY,
CONGRESSIONAL CEMETERY, WASHINGTON, DC: Planner. As an important first phase in the res-
toration of the oldest cemetery in Washington, DC, EDAW developed a landscape master plan focused
on re-planting and renovating the historic grounds, roads, and walkways, as well as providing new burial
and columbarium expansion areas.
NAVFAC CRITERIA OFFICE, DOD UNIFIED FACILITIES CRITERIA FOR LANDSCAPE
ARCHITECTURE: Planner. Working together with DOD, EDAW developed the UFC, the policy for all
landscape design across DOD. The UFC establishes guidance for design process and necessary topical
considerations. Topic areas include, but are not limited to, parking, xeriscaping, irrigation, landscape treat-
ment for security areas and sustainability.
NAVFAC PACIFIC, FUTENMA RELOCATION FACILITY BILATERAL MASTER PLAN, OKINAWA,
JAPAN: Landscape Designer. In concert with the Japanese government and the Japanese Defense Agency,
EDAW assisted the United States Forces Japan in preparing a master plan for the Futenma Relocation
Facility in Okinawa, Japan. The bilateral master plan included relocating the Marine Corps Air Station
currently at Futenma in the urbanized southern part of Okinawa to Camp Schwab, which is currently a
ground forces and infantry base on the less populated northern portion of the island.
US NAVY NAVFAC WASHINGTON, NAVAL DISTRICT WASHINGTON, OVERVIEW REGIONAL
SHORE INFRASTRUCTURE PLAN, WASHINGTON, DC: Planner. This regional shore infrastructure
plan identifies opportunities for consolidation synergy and the regional use of land resources with greater
efficiency than currently exists. This plan included 16 Navy installations in Washington, DC, Maryland
and Virginia. All functional areas were analyzed including air and port operations.
NAVFAC ATLANTIC, NAVAL STATION NEWPORT MASTER PLAN, NEWPORT, RI: Planner. At
the Naval Station Newport, EDAW prepared a master plan to direct facility improvements, renovations,
and new building construction projects over the next 10-15 years. Special consideration is being given to
sustainable development principles, including adaptive reuse of existing structures and the creation of
walkable centers of activity, allowing the Navy to meet their goals for LEED accreditation for all pro-
grammed and future projects at the base.
