Victor has managed Wiley Wilson's Alexandria Office since June 2004. He has acted as structural engineer and project manager for a variety of multi-discipline projects involving governmental, industrial, commercial, institutional, municipal, and residential clients. He has extensive project management experience for a variety of multi-discipline projects and has been involved in numerous projects requiring completion under expedited schedules.

Victor has specialized experience in anti-terrorism and force protection. He has been intensively involved in the management and design of several security related projects for private sector and governmental clients involving force protection upgrades to existing facilities.
