Executive Director
Reporting directly to the 27-member Board of Commissioners, recruited as the first LAA Executive Director
challenged to direct and oversee the 25,300-acre site selection, master planning and development process for a new
$6 billion, world-class Intermodal Transportation C enter and International Airport (LTC) project. Additionally
responsible for identifying and enlisting support from the investor / master developer team that will ultimately
finance, design, construct, and operate the LTC thru a public / private partnership.
With aggressive marketing, effective legislative lobbying, and convincing feasibility study data, overcame state
and federal opposition to gain and maintain support for the development project.
On-going identification of and negotiation with potential financial supporters from corporations in the
Netherlands, France, Germany, Copenhagen, United Kingdom, Spain, and the U.S.
Gained and maintain public support by speaking regularly in the affected and surrounding communities and
develop and direct ongoing state-wide, national and international media (print, radio, and television) campaigns.
Drive continuing business development planning for on-site manufacturing and tenants for the LTC facility.

and international reverse investment, management of the port Foreign Trade Zone, and trade development.
Assisted at the executive level in negotiations to attract / secure new industries to the port area resulting in more
than $2 billion in new investment and creating over 1000 new jobs.
Led a team of government and business leaders to Japan and Taiwan to present Doing Business in Louisiana
campaign and through other parts of Asia and Europe that resulted in $1 billion new investment and 500 jobs.
Established and directed the Foreign Trade Zone program that generated more than $2 million dollars of savings
annually per company to the refinery and ship-building operations located therein.
Developed and produced all marketing and promotional materials.

Represented the port through public speaking, print and television media events, and local, state, national and

Organized the Tri-Parish Industry Appreciation Gala -held annually in recognition of the petro-chemical and oil

Economic Development Director
As the newly formed Economic Development Department s first Director, challenged to design and implement the
budget, business / marketing plans, and programming to drive the future of industrial, business, and tourism
expansion and retention for the Parish.
Led the team of business, civic, and public leaders in the construction of the first Business Development plan.
Traveled to Taiwan and Japan to encourage new business development ultimately resulting in three companies
establishing residence - created 150 new jobs and additional tax revenue for the Parish and state of Louisiana.
Developed effective marketing materials including a video, brochure, community profile, and education profile.
Represented the Parish within numerous local, state, and national organizations.
Launched the first-time Business to Industry Trade Show and local industry Business Directory to encourage
relationships between small businesses and industry leaders. Result - increased tax revenue and job expansion.
Opened a Tourism Information Center and developed the first Parish tourism brochure and marketing plan.
Initiated a Parish-wide Litter Campaign (recognized by the Keep America Beautiful office in Washington,
DC as #1 campaign in 1991), St. James Parish Proud billboards, and Adopt A Highway campaigns.
Programming and policies implemented were so successful that many of them remain in place today.
