Baltimore City Council
2004-present: Fulltime Baltimore City Council representative, 14th District.
Chair, City Council Education Committee; Vice Chair, Judiciary &
Legislative Investigations Committee; Member, Budget & Appropriations,
Land Use & Transportation, Urban Affairs & Aging committees. Council
appointment to board of Charles Village Community Benefits District.
1987-95: Fulltime President, Baltimore City Council.
1975-83: Fulltime City Council representative (in delegation with Clarence
Du Burns and Nathan Irby), former 2nd District.
Teaching
1995-2004: as adjunct faculty, taught undergraduate and Odyssey courses in
writing, public speaking and urban affairs at Johns Hopkins University
School of Professional Studies in Business and Education (SPSBE).
Within same time period, in varying years, taught undergraduate writing
courses at University of Maryland Baltimore County (UMBC); urban affairs
courses at Maryland Institute, College of Art (MICA) and University of
Baltimore; and, public speaking at Mt. St. Agnes Theological Center for
Women.
2002-03: helped develop the Master s Program in Community Arts (MACA)
at MICA, the first post-secondary curriculum of its kind in the nation.
Geriatrics/Health
1984-87: worked as administrator, Division of Geriatric Medicine, Johns
Hopkins University School of Medicine, at Hopkins Bayview. Duties
included grant writing, grant reporting/oversight for all Division grants and
direct responsibility for Hospital Initiatives in Long Term Care, a 5-year
Robert Wood Johnson Foundation grant to encourage sustained independent
living among frail elderly persons.
Community Activity
Currently serve on advisory boards for The Community School (TCS) in
Remington and the Stadium School Youth Dreamers; and, on the newly
formed Women In NAACP ( WIN ) Committee, established by Tessa Hill-
Aston, first woman president in 25 years of the Baltimore City NAACP.
Personal
Married to J. Joseph Clarke since 1963, a real estate developer, English
teacher by profession and adjunct instructor at Johns Hopkins University
Graduate School of Business. Joe and I are the parents of four grown
children, John J. Clarke, Jr., Erin Clarke Gorden, Susan Clarke
Chandrasekhar and Jennifer Clarke Hubbard, all raised at
3911 Cloverhill Road where we have lived since 1967. All our children are
happily married, and we are the proud grandparents of 10 amazing
grandchildren.
