PROFESSIONAL EXPERIENCE:

Industry Operations Leader, IBM Public Sector – Federal. (January 2009 - Present). Currently manages a Business Operations department supporting the Department of Defense and Intelligence Community clients. Manages Planning, Measurements Reporting, and Business Controls for an Industry organization with Profit & Loss responsibility. Responsibilities include revenue, profit and signings (sales) performance; investment budget attainment (Bid & Proposal and Marketing); management of business processes to include monthly and quarterly cadence and governance processes for industry business reviews, strategy and investment reviews, and executive team communications. Current assignment is the Defense and Intelligence services business with annual Revenue/Signings ranging from $500-$600M, and B&P/Marketing budgets ranging $15-20M. Additional responsibilities include ensuring administration of business controls and procedures are within Federal CAS compliant guidelines.

Account Operations Manager, IBM Public Sector Federal (March 2000 – December 2008). Managed the Business Operations for a portfolio of contracts with the Intelligence Community and the Departments of State and Justice. Responsibilities included strategic planning, monthly financial forecasting and reporting, sales opportunity management, budget management and control. Coordinated and developed capital planning requirements to support several SCIFs in the WMA and provided management oversight of the facilities operations and expenses. Revenue/Signings ranged from $70-$130M, and B&P/Marketing budgets ranged from $4-$6M.

Project Manager, US Postal Service, IBM Public Sector Federal (October 1998 to February 2000). Project manager providing technical and management oversight of a Y2K conversion project for the US Postal Service. Primary customer interface to the Contracting Officer’s Technical Representative (COTR). The conversion project was successfully deployed on schedule and within budget. Total contract value was $2M .

IRAD Development Manager, Lockheed Martin Mission Systems (January 1995 to September 1998).

Managed team of architects and engineers in the development of the IBM Power Image Processing System (PIPS) IRAD project. The capability was designed and developed to support intelligence community image analysts. It was successfully demonstrated and deployed to targeted image analysts within the Pentagon and the IC.

Software Applications Development Manager, Loral Federal Systems (June 1993 to December 1995).

Managed a team of software applications programmers on a large-scale classified development contract that utilized object-oriented programming. The team was responsible for applications design, development and unit testing. Responsibilities included establishing work breakdown structures, earned value reporting, budgeting, scheduling, estimates at completion, forecasting and resource management.

Systems Integration & Test Manager, IBM Federal Systems (January 1990 to May 1993)

Managed a team of software test and integration engineers on a large-scale classified development contract. The team was responsible for developing test cases and test plans, performing software integration and regression testing for over one million lines of code. Responsibilities included tracking, maintaining and reporting statistics related to open and closed program trouble reports (PTRs), performing root cause analysis and fixes, briefing test and integration progress at weekly executive program management status reviews.

Applications Programmer, IBM Federal Systems (August 1981 to December 1989)

Provided key on-site IOC / FOC technical operations support to the USAF Mission Control Complex (MCC) operational environment ensuring the successful transition to the IBM/DSM/CCSE system. Technical lead and focal point for all issues/concerns regarding the Display Management CPCI functionality increasing customer satisfaction and greater than 90% award fees to IBM. Series of progressively more responsible assignments performing design, development, and testing of DOD scientific, real-time applications in various programming languages including Jovial-J73 and PDL-Ada.
